Job Overview
The Network Asset Management Analyst is an intermediate level role responsible for the end-to-end management of the region's Network investment portfolio. The candidate will oversee project lifecycles from initiation and financial forecasting to procurement and vendor management. This position is also tasked with driving productivity initiatives to optimize costs and managing key operational activities, including asset inventory and maintenance renewals, to ensure alignment with Citi's technology and financial standards. The overall objective is to use infrastructure technology knowledge and identified policies to process data, resolve issues and execute administrative tasks.
Responsibilities:
Project Financial Initiation & Planning:
Collaborate with project sponsors and Network teams during the initiation phase of regional Network EOVS projects to define financial scope, objectives, and assumptions.
Develop initial (L0) estimates and detailed (L3) financial forecasts for Network EOVS projects, ensuring accuracy and alignment with project deliverables.
Create Initiative Expenditure Proposal (IEP) requests detailing high-level financial benefits and identifying primary and secondary applications for technology-related investments pertinent to Network EOVS.
Budget Management & Forecasting:
Manage project budgets for Network EOVS initiatives, including tracking intra-CIS budget swings and ensuring all work efforts are linked to approved Investment Requests for proper funding allocation.
Conduct weekly forecast reviews, providing regular updates to reflect estimated costs for remaining work and proactively identifying potential budget variances.
Monitor and track project expenditures against the approved Initiative Expenditure Proposal (IEP) budget and timelines, ensuring financial discipline throughout the project lifecycle.
Procurement & Vendor Financial Oversight:
Oversee the financial aspects of the procurement process for Network EOVS projects, including the consolidation and compilation of Bill of Materials (BOM) for Request for Quotation (RFQ) to vendors.
Review vendor quotations, work with sourcing team to negotiate favorable terms, and ensure accurate accounting for tax and rebates.
Manage the end-to-end financial process for Purchase Requisitions (PRs) and Purchase Orders (POs) via the Procure-to-Pay (P2P) platform.
Manage vendor financial relationships, addressing payment delays and accounts payable issues to ensure timely and accurate disbursements.
Track and manage the financial implications of equipment delivery, including Dead on Arrival (DOA), Return Merchandise Authorization (RMA), wrong/shortage of parts, and manufacturing delays, ensuring proper financial adjustments and recovery.
Procurement & Vendor Management:
Oversee the end-to-end procurement process, from consolidating the Bill of Materials (BOM) for RFQs to managing Purchase Requisitions (PRs) and Purchase Orders (POs) via the Procure-to-Pay (P2P) platform.
Regularly assessing vendor performance against agreed-upon KPIs (Key Performance Indicators) such as delivery timeliness, quality of goods/services, responsiveness, and adherence to contractual obligations.
Maintaining open and effective communication channels with vendors to foster strong relationships, address issues proactively, and explore opportunities for mutual benefit.
Promptly addressing and resolving any issues that arise with vendors, such as quality defects, delivery delays, or service failures.
Productivity & Cost Optimization:
Identify and lead process improvements to increase efficiency, such as renegotiating maintenance contracts for non-Cisco equipment and Tier 1-3 in-country circuits.
Discover ways to reduce budgetary spend and achieve project savings, aligning with goals to finish projects under budget.
Monitor and manage the decommissioning of in-country circuits to realize cost benefits.
Operations & Asset Management:
Conduct semi-annual inventory reviews and manage the maintenance renewal process for non-Cisco equipment.
Manage the FAST IDs for Network maintenance and perform quarterly reviews of the Cisco APS inventory.
Oversee the budgeting and execution of circuit upgrades for capacity and bandwidth increments.
Manage asset transfers and ensure an accurate inventory of installed software and hardware is maintained in compliance with the Global Fixed Asset Management Standard
Qualifications:
5-8 years of experience in Infrastructure Technologies delivery with a proven track record of operational process change and improvement
Ability to communicate technical concepts to non-technical audience
Ability to work with virtual and in-person teams, and work under pressure or to a deadline
Experience in a Financial Services or large complex and/or global environment preferred
Effective written and verbal communication skills
Effective analytic/diagnostic skills
Education:
A bachelor’s degree in business administration, Finance, Information Technology, Economics, or a related field is preferred.
