Applications Development Technology Lead Analyst

Job Description

The Applications Development Technology Lead Analyst is a senior-level position responsible for establishing and implementing new or revised application systems, data quality controls, metadata management, and governance capabilities in coordination with Technology, Data Governance, Risk, and Business teams. The overall objective of this role is to lead technology solutions that enhance Data Quality, Data Governance, Metadata Management, and Data Lineage capabilities across critical business data assets.

The successful candidate will serve as a technical leader responsible for driving data quality outcomes, implementing governance standards, managing issue remediation activities, and ensuring end-to-end data traceability to support business, regulatory, and risk management requirements.

Responsibilities

  • Partner with business, data governance, risk, and technology teams to implement and enhance enterprise Data Quality, Data Governance, Metadata Management, and Data Lineage solutions.
  • Lead the design, implementation, and monitoring of Data Quality controls, business rules, exception management processes, and remediation activities across critical data assets.
  • Drive resolution of Data Quality concerns, exceptions, control gaps, and corrective action plans (CAPs) through effective issue management and stakeholder engagement.
  • Collaborate with Data Owners, Data Stewards, Architects, and Development teams to ensure Critical Data Elements (CDEs) are appropriately governed and monitored.
  • Support end-to-end data lineage capture, validation, traceability, metadata maintenance, and impact analysis across enterprise data flows.
  • Analyze complex business and system processes to identify Data Quality risks and implement sustainable remediation solutions.
  • Develop standards, governance processes, and reporting mechanisms to improve Data Quality monitoring and data management effectiveness.
  • Drive automation and technology enhancements that improve Data Quality controls, lineage visibility, metadata management, and governance reporting.
  • Provide subject matter expertise during regulatory reviews, audits, risk assessments, and control evaluations related to Data Governance and Data Quality.
  • Develop comprehensive knowledge of how areas of business, architecture, applications, data platforms, and infrastructure integrate to accomplish business goals.
  • Provide in-depth analysis with interpretive thinking to define issues, evaluate alternatives, and develop innovative solutions.
  • Serve as advisor and mentor to developers and analysts, allocating work and providing technical guidance as necessary.
  • Appropriately assess risk when business decisions are made, demonstrating consideration for the firm's reputation and safeguarding Citigroup, its clients, and assets by driving compliance with applicable laws, rules, regulations, and policies.

Recommended Qualifications

  • 8+ years of relevant experience in Applications Development, Data Quality, Data Governance, Data Management, Metadata Management, or Systems Analysis.
  • Experience implementing enterprise Data Quality controls, business rules, monitoring frameworks, and remediation processes.
  • Strong understanding of Data Governance, Metadata Management, Critical Data Elements (CDEs), Data Lineage, and Data Control frameworks.
  • Experience supporting regulatory, audit, risk, and control management programs within large enterprise environments.
  • Proven ability to manage complex projects and drive outcomes across multiple stakeholder groups.
  • Demonstrated leadership, problem-solving, and project management skills.
  • Consistently demonstrates clear and concise written and verbal communication skills.

Preferred Skills

  • Strong expertise inData Quality, Data Governance, Metadata Management, Data Lineage, Critical Data Elements (CDEs), Data Controls, Data Concern Remediation, and Issue Management within large-scale enterprise environments.
  • Hands-on experience withCollibra, Ab Initio Metadata Hub (EME/MH), Ab Initio Enterprise Meta>Environment (EME), Data Catalogs, Metadata Repositories, Lineage Management Solutions, and Governance Workflows.
  • Proficiency inSQL, data analysis, data profiling, root cause analysis, Data Quality rule implementation, monitoring frameworks, exception management, and remediation activities.
  • Experience supportingregulatory, audit, risk, and control management initiatives, including Data Quality exceptions, control gap remediation, corrective action plan (CAP) management, issue remediation, and governance reporting.
  • Knowledge ofJava/J2EE, MongoDB, Full Stack Development, ETL/Data Integration technologies, APIs, and modern data platform architectures, with the ability to partner effectively across Business, Technology, Risk, and Data Governance organizations.

Education

  • Bachelor’s degree/University degree or equivalent experience.
  • Master’s degree preferred.
