Job Description Summary

  • This is a Critical role as Principal Officer/General Manager of Citibank N.A. Labuan Branch, under Corporate Banking.
  • Being the senior most position in the Branch, has responsibility primarily around day to day administration, operational governance, Risk & Control and marketing.
  • Role is stationed out of Kuala Lumpur with an expectation to manage the team remotely with frequent visits to Labuan office.
  • This is strategic role with an objective of leveraging on offshore banking facility for business growth and expansion.

Job Description

  • This position will be responsible for managing a team at Citibank NA Labuan Branch  working on-site, with most of processes outsourced and supported out of Centres of Excellence (COEs) for loans, trade, derivatives, cash management, fund transfer and other products. Monitor staff-adequacy, proficiency and morale, training and benefits.
  • Responsible for productivity and effectiveness of the Branch/Entity, ensuring the entity functions and managed as per Labuan Financial Services Authority (LFSA) and Citigroup’s policies.
  • Actively participate and update Management Committees on business, markets, risk and regulatory related issues.
  • Ultimately responsible for governing risks, implementing and monitoring controls over Regulatory Change Management, Compliance, Third Party Management, Local Regulatory Reporting, Manager’s Control Assessment (MCA), Records Management and Continuity of Business (CoB)
  • Ensure adequate control over every aspect of internal and customer transactions and documentation in order to avoid any risk or loss to the Bank. Ensure appropriate segregation of duties.
  • Inform the management of new regulatory developments affecting the offshore entity and recommend new requirements to further enhance the smoother administration including personnel, system, premises, products etc.
  • Interact with other Citigroup units on product booking in Labuan particularly on documentation, approval, legal and reporting.
  • Ensure all internal and external reporting are prepared and submitted before stipulated deadlines.
  • Cater to internal and external audit requests.
  • Liaison with regulators, external and internal auditors, external and internal customers, Banks, LFSA, Group offices and other regulatory bodies.
  • Product/service – meet with walk-in customers, resolve customers inquiries and advice on offshore benefits.  Screen and recommend potential customers before referring to specific unit in Berhad or other Citibank Branches, for proper due diligence.
  • Development work – Collaborate and work with Business to further develop and expand Labuan Business with new ideas and opportunities.
  • Represent Citigroup on functions such as road shows, seminars, ALB, etc.
  • Participate as a member of ALB (Association of Labuan Banks), and other joint working committees established by either Labuan International Business and Financial Centre (LIBFC) or LFSA
  • As the Legal Vehicle Officer, the responsibilities include the Management of the corporate investment and the protection of the subsidiary’s franchise and reputation; ensuring all relevant corporate governance regulatory and legal standards are met and proper financial management applied, appropriate records are maintained in accordance with the retention periods under local and US laws and tax regulations.

  • Ensure the appropriate skills and experience are developed within the business to promote career development and growth
  • Develop leadership skills of direct reports through both training and challenging on-the job assignments

Qualifications

  • Over 10 years of Banking experience, covering operations, project management, Risk & Controls
  • Have the ability to get things done – quickly and effectively
  • Have a strong ability to present to varied audiences: Internal/external
  • Be someone with a proven track record of making a difference
  • Have successfully led through adversity
  • Be demonstrably self-aware

Knowledge/Experience:

  • Proven ability to:
    • Build and lead successful teams, especially during periods of adversity / change
    • Execute; think creatively to deliver significant change
    • Understand new technical and regulatory requirements
    • Proven negotiation and presentation skills
    • Interact with senior management and key stake holders
    • Lead transformation / large projects
    • Having significant knowledge of Corporate Banking Products and being recognized as an expert within the industry would be a distinct advantage

Skills:

  • Strong negotiation and influencing skills
  • Strong capability in building relationships – externally and at all levels of the organization
  • Superior problem solving ability
  • Strategic development and commercial focus
  • Analytical skills and experience in process improvement/re-engineering
  • Inclination to understand technology setup of the processing would be an added advantage.
  • Bachelor degree, preferably with Master degree, major in Business, Finance, Operations Management
