About the Team:

The Digital Technology Program Group Manager is a transformative force at the intersection of technology, strategy, and execution — a rare caliber of professional who can hold the complexity of a global financial institution in one hand and the precision of a technical roadmap in the other. This role sits at the center of Citi's digital evolution, accountable for shepherding some of the most consequential, cross-functional programs in the enterprise. We are looking for a visionary program leader who not only understands the mechanics of modern software delivery but can elevate the conversation — translating ambiguous business imperatives into coherent, executable strategies that leave a lasting positive imprint on the organization.

The person who thrives in this role operates with uncommon independence and intellectual courage. They collaborate seamlessly with engineering leaders, product owners, business executives, and third-party partners — forging alignment across organizational boundaries and time zones. They challenge architectural assumptions, remove systemic blockers, and make the difficult trade-off decisions that keep programs on course. Their impact is not measured in sprint completions alone, but in the cultural shifts they catalyze, the institutional knowledge they build, and the sustainable, self-sufficient delivery engines they leave behind.

At Citi, this leader will be trusted to shape multi-year technology roadmaps, influence the trajectory of Global Digital initiatives, and represent the standard for what world-class program management looks like inside one of the world's most important financial institutions. This is not a role for those who manage by committee — it is a role for those who lead with conviction, communicate with clarity, and build with purpose.

Responsibilities:

  • Accountable for managing the lifecycle for a complex cross functional body of work that has a long term positive impact on the company.
  • Able to define and organize the program, outline tenets, analyze data, drive performance improvements, and influence resource allocation for all stages of execution.
  • Work across scrum teams and across organizations. May be assigned to deliver the multi-year roadmap for a CEO's book of business.
  • May plan the associated technology roadmap for Global Digital and influence dependent organization's roadmaps by contributing to their planning documents and goal setting exercises.
  • May focus on a single product, focus in a key technology area or focus more broadly, managing larger initiatives that span organizations and geographies in support of a larger cross-cutting business goal.
  • May be accountable for the delivery of an organizational goal.
  • Influence teams to decouple from dependencies and eliminate architectural problems.
  • Drive and influence transformational change in the evolution of our end to end product delivery using agile development methodology.
  • Look forward 1-3 years to drive architectural and organizational changes that enable your programs and products to be successful in the long term without your participation.
  • Drive clarity and work with complete independence as business and/or technical strategy is not defined.
  • Have a comprehensive understanding of the business domain, the systems, and the products in your space; understand their accountabilities, boundaries, limitations, scale factors.
  • Understand the reasons behind architectural decisions while providing a long-term perspective for business and technology choices.
  • Use technical judgment to challenge proposals and validate assumptions and enlist Sr. engineering support to vet architecture as required.
  • Accountable for the overall strategy and for driving the teams inside and outside of your organization to deliver the expected results. Drive mindful discussion with business and technical stakeholders that lead to timely decisions. Collaborate with customers and technology teams to determine what projects move forward in what priority order. Make smart trade-off decisions balancing efforts, delivery timelines, features, and technical constraints. Identify and remove blockers and always find the path forward in challenging situations.
  • Create plans that have a clear path to delivery helping the teams organize for delivery while maximizing resources for the greater good of the Digital organization.
  • Understand technical program management and engineering best practices and apply best practices to the software development lifecycle (SDLC) for projects based on experiences with a number of agile and blended approaches, as well effectively coordinating the implementations across teams using very different approaches.
  • Excellent communicator and comfortable communicating to all levels of the organization both in writing and in person. Articulate progress against goals, scorecard metrics, and committed roadmaps.
  • Active participant in the community sharing your Citibank program management knowledge within your organization and more broadly presenting at both internal and external events.
  • Work across organizations looking for ways to align teams, technologies (i.e. the infrastructure used to build/deploy/operate services), and organizations to simple coherent approaches that optimize organizational structures and operating mechanisms. Recognize prior failure patterns and help teams avoid repeating these mistakes.
  • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards.

Qualifications:

  • 10+ years of progressive leadership experience managing complex, cross-functional programs and organizational initiatives within large-scale, matrixed enterprises, with demonstrated growth in scope of accountability and seniority.
  • Full management responsibility for teams and multi-team organizations, including performance evaluation, compensation decisions, hiring, disciplinary actions, terminations, and budget planning and approval.
  • Demonstrated ability to set organizational vision, define strategic priorities, and align diverse stakeholder groups — including senior business leaders, technology executives, and external partners — around a shared direction and delivery agenda.
  • Proven track record of driving large-scale culture change across organizations, including the design and execution of change management strategies that shift mindsets, behaviors, and operating models at scale.
  • Strong executive presence and communication skills, with experience representing program strategy, organizational performance, and risk posture to C-suite stakeholders, board-level governance bodies, and external audiences.
  • Demonstrated experience building high-performing, self-directed teams, including deliberate investment in talent development, succession planning, mentoring, and creating conditions for career growth and organizational resilience.
  • Broad understanding of technology strategy and the digital landscape — sufficient to engage credibly with engineering leadership, ask the right questions, and make informed decisions about technology direction — without requiring deep technical implementation expertise.
  • Strong business acumen and commercial orientation, with a track record of connecting program investment and execution to measurable business outcomes, financial performance, and customer impact.
  • Experience managing third-party service providers and strategic technology partners at an executive level, including governance frameworks, vendor accountability mechanisms, and escalation management.
  • Expertise in organizational design and operating model development, with experience restructuring teams, redefining ways of working, and aligning organizational structures to strategic objectives.
  • Demonstrated proficiency with data-driven decision-making, including the use of executive dashboards, OKRs, and portfolio-level metrics to communicate progress, manage risk, and influence resource allocation decisions.
  • Proven ability to operate with autonomy in ambiguous, fast-moving environments — defining direction when strategy is unclear, building momentum without full authority, and navigating organizational complexity with composure and conviction.
  • Extensive experience facilitating executive governance forums, cross-organizational steering committees, and senior leadership working sessions that produce timely, accountable decisions.
  • Solid understanding of risk, compliance, and controls in a regulated financial services environment, with the ability to embed accountability and ethical decision-making as a cultural expectation within their organization.
  • Experience delivering programs using agile and hybrid delivery methodologies, with the organizational leadership capability to drive adoption, build delivery discipline, and sustain continuous improvement across diverse teams and geographies.
