Job Overview
The Finance Accounting Lead Group Manager is a C-16 level leadership role that manages multiple teams of senior professionals through other senior managers. As announced previously we are combining groups including the Markets Segment Reporting team, the CGMI team and the CGMHI / CGMI Legal entity management team under the unified leadership of this role. The role includes (CGMHI) CFO role and the oversight over US Broker Dealer legal entity controller activity.
The Markets business accounts for over 95% of the US Broker Dealer balance sheet and therefore there is strong overlap and a need for collaboration across these teams, which over time yield significant benefits over time in terms of strengthened controls, and standardization of processes.
The role requires a broad and comprehensive understanding of the processes and controls across financial reporting and Regulatory reporting covering the Markets business and the US Broker dealer legal entities as well as practical experience of managing multiple business and legal entity close cycles. In-depth knowledge of the Markets business and products and strong Industry knowledge of products/services and reporting is necessary to provide assurance over the business, legal entity financial statements and regulatory reporting.
The job involves both internal and external stakeholder engagement covering the Markets business and the US broker dealer legal entities. Excellent communication skills are required to influence a wide range of senior stakeholders. The successful candidate will contribute to the development of medium- to long-term financial plans for the US Broker Dealer entities and execute functional strategies for large, complex businesses requiring coordination and integration across units. This role provides essential input into strategic decisions affecting the Markets business and Controllers discipline and carries full management responsibility for multiple teams, including management of people, budget, and planning.
Key Responsibilities
The role holds accountability for the financial and regulatory reporting of the Global Markets business and relevant US Broker Dealer legal entities, including the US-based broker-dealer CGMI. Specific responsibilities include:
Financial & Regulatory Reporting: Lead the preparation of Earnings, Supplement, 10K/Q for Markets, and US Broker Dealers. Responsible also for the standalone financial statements for the broker dealer Legal entities.
Governance: Oversee and manage governance processes for CGMI and CGMHI.
Daily Regulatory Reporting: Manage the daily regulatory reporting for CGMI.
Audit & Committee Management: Prepare materials for external audits, the Board, and Audit Committees.
Revenue & Expense Reporting: Oversee daily, monthly, and quarterly revenues and expense reporting for Markets.
Balance Sheet Governance: Manage daily balance sheet reporting and governance for Markets.
Close Process: Own the monthly and quarterly close governance process for Markets.
Strategy and Control: Direct and control the strategy and execution of CGMHI / CGMI activities within a major Infrastructure area. Partner with the relevant areas to improve efficiency, effectiveness, productivity, and/or control.
Data Integrity: Support the management and control of data flows to and within Finance applications to ensure the integrity and completeness of data. This includes preparing and recording financial transactions for legal vehicle and regulatory reporting purposes, updating the general ledger, and preparing consolidated financial statements.
Stakeholder Management: Act as a key member of the CGMHI / CGMI management team, representing the company in dealings with clients and external bodies such as senior Regulators and auditors. Partner with the CEO and business heads to execute the relevant legal entity strategy.
Team Leadership: Manage 70+ staff within the relevant newly created team via team of senior managers.
Risk Management: Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients, and assets by driving compliance with applicable laws, rules, and regulations, adhering to Policy, applying sound ethical judgment, and escalating control issues with transparency.
Qualifications
Experience: 15+ years of relevant experience, including at least 10+ years in a strategic professional capacity within a finance function.
Managerial Experience: 10+ years of full management experience, with significant experience leading large, global teams in a fast-moving and changing environment.
Industry Experience: Wide and deep experience in a Finance function, preferably in a Markets environment, within the CFO / Controller function of significant, large Markets-based US Broker Dealers.
Knowledge and Skills
Technical Knowledge: Strong understanding of key disciplines within Finance, specifically US GAAP, US regulatory and SEC Regulatory Reporting. Strong understanding of the Financial Reporting process (Supplement / 10K/Q and standalone legal entities) and the ability to apply correct controls to ensure accurate reporting.
Strong understanding of PCAOB / AICPA practice and requirements
Business Acumen: Deep understanding of the Markets Business, including the drivers of revenues and expenses for the Markets Business and US Broker Dealer Businesses.
Communication Skills: Highly developed communication and stakeholder management skills with the ability to influence a wide range of audiences. This includes frequent interaction with senior internal leaders (Legal entity boards, Audit committees, CEOs) and external parties (KPMG Partners, senior Regulators).
Education
Required: Bachelor's/University degree
Preferred: CPA Accounting qualification/ master's degree.
Regulatory Requirement: US Broker dealer Regulatory Qualifications would be a distinct advantage.
The successful candidate will also become the CGMI CFO and will be required to study and pass the Financial and Operations Principal (Series 27) certification exams.
