Job Overview
The Head of Operations for Citigroup Global Markets Europe AG (CGME) acts as the responsible party overseeing and managing all Operations aspects of the CGME legal vehicle and its branches, including outsourcing management. The incumbent ensures delivery of Operations Services in full compliance with regulation. The roll reports to the Head of Europe Markets Operations, currently based in London. For elements of the role that are non-Market Operations related, the incumbent will collaborate with the respective International or Regional Heads for Third Party Management, Operations, Business and Travel Shared Services, Payroll, and Real Estate Services. The role also matrixes into the CEO of the CGME legal entity, and to the Head of Operations (inclusive of non-Markets Operations) for Europe.
Key responsibilities:
Management as a Board Member of CGME for all Operations services
1. Operations Leadership & Management
- Oversee all aspects of Operations within the German franchise, CGME and its branches
- Drive and execute Operations strategic initiatives, ensuring alignment with local regulations and business objectives
- Ensure continuous compliance with applicable laws and regulations related to Operations owned and managed services
- Lead significant change management initiatives affecting Operations, ensuring smooth transition and adoption.
2. Regulatory & Compliance Oversight:
- Act as the primary point of contact for regulators, providing frequent status updates and ensuring transparent communication
- Act as lead executive for all Operations-related inspections and examinations by regulatory bodies
- Assume full ownership of regulatory issue identification, remediation planning, and execution within Operations
- Manage internal and external audits pertaining to Operations, ensuring timely responses and corrective actions
- Implement, maintain, monitor, and periodically assess the effectiveness of a proper business organization in accordance with statutory and regulatory requirements (e.g., SS 25a, 25c KWG)
3. Third Party Management & Outsourcing Governance:
- Set and enforce Third Party Management governance standards for CGME
- Oversee all aspects of outsourcing management, including compliance with Chapter V of DORA regulations
- Ensure ongoing outsourcing governance for the entity, maintaining robust oversight of third-party service providers
- Talent Management & Development: Drive talent management initiatives within Operations, including performance monitoring, career development, and pipeline management
- Foster a high-performing and compliant culture within the Operations team
4. Regional & Cross-Functional Collaboration:
- Collaborate with European Operations leads in Dublin and London to ensure consistent regional strategy and operational excellence
- Work with respective International or Regional Heads for Third Party Management, Operations, Business, and Travel Shared Services.
General obligations as member of the board of management of CGME AG:
- General management, control, and oversight of the entire business of the Company in accordance with the Articles of Association, the Rules of Procedure and applicable laws and regulations and in joint responsibility with the other Management Board members. Act as legal representative of the Company.
- Stay informed about the business sectors (Vorstandsressorts) of the other management board members by appropriate reporting, information, enquiry, and examinations in accordance with the Rules of Procedure for the Management Board.
- Manage and run the specific business sector assigned, including corporate planning, coordination, control, and the staffing of executive positions. Keep the other management board members informed about the general situation and any critical developments or material decisions in relation to the assigned business sector.
- Install, maintain, monitor, and periodically assess the effectiveness of a proper business organisation in accordance with statutory and regulatory requirements (in particular §§ 25a, 25c KWG), which includes in particular
- a proper and effective risk management and compliance system.
- proper governance principles establishing a segregation of duties in the organisation and measures to prevent conflicts of interest.
- proper and effective risk strategies, in particular counterparty and credit risk, market risk and operational risk.
- internal control mechanisms consisting of an internal control system, risk control function, compliance function and an internal audit function and defined related processes.
- proper and effective accounting and financial reporting, ad hoc reporting, disclosure and communications.
- proper and appropriate remuneration systems which do not unduly incentivize excessive risk taking.
- availability of adequate staffing and technical and organizational resources.
- adequate contingency plans for contingencies affecting time-critical activities and processes.
- appropriate processes and risk control mechanisms for outsourced activities and processes.
- Reporting to the Shareholder Meeting, preparing, and convening the meetings of and implementing the resolutions adopted by the Shareholder Meeting.
- Reporting to the Supervisory Board on a regular and ad hoc basis.
- Preparing the financial statements of the Company.
- Comply with other tasks and responsibilities assigned to Management Board members under applicable law and regulations.

What do we need from you:
Experience/Knowledge:
- Senior level experience in a related role commensurate people management experience
- Entity Governance experience of an “AG” Stock Company
- Experience of Operations management of a banking regulated entity
Skills:
- Remote management of staff in a culturally diverse team
- Leadership and strong decision making
- Influencing and negotiation skills
- Good understanding of the various banking business areas
- In depth understanding of the regulatory requirements and their implication on Operations i.e., Operational Risk
- In depth understanding of Operations service and delivery management
- In depth knowledge of outsourced services and the legal entity governance framework
Competencies
- Exceptional leadership and strong decision-making capabilities.
- Proven ability to influence and negotiate effectively with diverse stakeholders, including regulators, senior management, and regional leads.
- Demonstrated ability to manage remote teams in a culturally diverse environment.
- Sound understanding of various banking business areas.
- In-depth understanding of regulatory requirements and their implication on Operational Risk.
- In-depth knowledge of outsourced services and the legal entity governance framework.
- Ability to drive and manage significant change initiatives.
Qualifications:
- BS/BA degree or equivalent combination of education/experience
