Job Overview

The Vice President Banker in Public Sector Banking Japan is responsible for managing and developing relationships with key public sector clients, including Japanese government ministries and agencies, policy institutions, public pension funds, development organizations, government-affiliated entities, and other strategically important public sector stakeholders.

Working closely with senior bankers and product partners across Banking, Markets, and Services, the Vice President will originate business opportunities, deepen client relationships, and deliver strategic financial solutions aligned with clients' evolving funding, investment, and policy priorities.

The role requires strong judgement, relationship management, and execution capabilities, together with a deep understanding of Japan's public sector landscape, evolving geopolitical and economic dynamics, and the ability to connect client needs with Citi's global network and product capabilities.

The overall objective is to drive sustainable revenue growth, deliver exceptional client outcomes, efficiently deploy the firm's capital, and maintain the highest standards of risk management and regulatory compliance.

Responsibilities:

Client Relationship Management & Strategic Coverage

• Support senior bankers in developing and maintaining relationships with key stakeholders across Japanese government ministries, agencies, policy institutions, public pension funds, development organizations, and other public sector entities.

• Act as a trusted advisor by understanding clients' strategic priorities, policy objectives, funding requirements, and investment challenges, and by bringing relevant market insights and solutions to support their long-term objectives.

• Strengthen Citi's position as a leading financial partner through consistent, coordinated, and high-quality client coverage.

• Support senior-level engagement initiatives and leverage Citi's global network to deepen institutional relationships.

• Develop and execute account plans to enhance client engagement, strengthen wallet share, and identify new business opportunities.

Business Development & Origination

• Identify and pursue opportunities across Citi's Banking, Markets, and Services platform by anticipating client needs and evolving policy priorities.

• Drive cross-sell initiatives and originate opportunities in lending, payments, liquidity management, foreign exchange, capital markets, securities services, and risk management solutions.

• Partner closely with product specialists and global coverage teams to deliver integrated client solutions.

• Support cross-border strategic investment initiatives and public-private investment opportunities by connecting Japanese public sector clients with Citi's global network, capital markets capabilities, and international investor base.

• Contribute to the development of strategic account plans, client presentations, and business development initiatives.

Strategic Insights & Market Connectivity

• Maintain a strong understanding of Japan's public sector landscape, fiscal and economic policy priorities, geopolitical developments, industrial policy initiatives, energy transition trends, and global capital market developments.

• Monitor market, regulatory, and policy developments to identify emerging opportunities and risks.

• Help connect Japanese public sector institutions with global capital, investors, and strategic opportunities through Citi's international platform.

Credit & Risk Management

• Lead credit reviews, transaction approvals, portfolio monitoring, and risk assessments for assigned relationships.

• Ensure balanced risk judgement and adherence to Citi's credit standards, compliance requirements, and regulatory obligations.

• Partner closely with Risk, Compliance, Legal, and Control functions to maintain strong governance and sound business practices.

Execution & Collaboration

• Coordinate complex transactions and client initiatives across multiple product and geographic teams.

• Drive efficient execution, establish clear accountability among stakeholders, and deliver seamless client outcomes.

• Foster strong collaboration across Citi's global network to ensure a consistent One Citi approach.

• Work closely with regional and global Public Sector Banking teams to share best practices and bring relevant global insights to clients.

Leadership & Talent Development

• Mentor and develop junior bankers, analysts, and associates.

• Contribute to building a high-performing team culture that values collaboration, accountability, and continuous improvement.

• Drive operational efficiency through effective use of technology, process improvements, and productivity-enhancing tools.

Compliance & Control

• Ensure full compliance with all Citi policies and applicable regulatory requirements, including AML, KYC, sanctions, conduct, and reputational risk standards.

• Demonstrate strong risk awareness and sound judgment in all business activities.

• Appropriately assess risk when business decisions are made, safeguarding Citi, its clients, and its reputation.

Qualifications:

• 6-10 years of relevant experience in Corporate Banking, Public Sector Banking, Sovereign Coverage, Financial Institutions, Investment Banking, Government Advisory, or related financial services roles.

• Strong understanding of banking products including lending, cash management, payments, foreign exchange, capital markets, and risk management solutions.

• Experience covering government ministries, agencies, policy institutions, sovereign or quasi-sovereign entities, development organizations, or other public sector clients is strongly preferred.

• Strong credit, financial analysis, transaction execution, and stakeholder management skills.

• Demonstrated ability to coordinate across product partners and manage complex client relationships.

• Strong interest in public policy, economic development, geopolitics, industrial policy, and public finance.

• Excellent interpersonal, communication, presentation, and relationship management skills.

• Native-level Japanese language proficiency (reading, writing, and verbal communication) is required.

• Business-level English proficiency is required, including the ability to communicate effectively with regional and global stakeholders.

• Japan Securities Dealers Association (JSDA) Class 1 and 2 certifications.

Education:

• Bachelor's degree or equivalent experience required.

• Master's degree, MBA, or advanced degree in Finance, Economics, Public Policy, International Relations, or related disciplines preferred.
