Job Overview
The role of technologists is evolving rapidly in today’s dynamic market. The Engineering Excellence (EE) department within the Chief Technology Office aims to support the firm’s goal of thriving as one team on a common mission through attracting, retaining, and driving the growth of top technology talent within a culture where innovation and excellence are not just encouraged, but expected.
The scope of Engineering Excellence is vast, with programs and products at various stages of maturity. Efforts are concentrated in three key areas - empowering engineers to advance a technical career, boosting engineer productivity and fostering strategic collaboration.
Our initiatives are used by over 50,000 engineers; we are passionate about engineers fulfilling their technical career aspirations here at Citi and providing them with the tools and metrics that enable them to learn as well as demonstrate their expertise and support their continuous improvement.
The Engineering Excellence Transformation & Change Manager contributes to the design and delivery of this major programme of cultural change across Tech at Citi. This includes influencing and leading teams of engineers and project managers to drive lasting behaviour change and to promote a culture of excellence in the engineering community globally.
Major elements of the role include:
- Leading global Engineering Excellence (EE) initiatives that support technical talent advancement at Citi.
- Leading a set of high-profile engineering projects defined and executed by our highly talented engineering leaders.
- Designing and implementing thoughtful content through innovative channels to engage internal engineering teams and to attract external talent.
- Partnering with EE, engineering and business management teams across the globe to drive adoption of strategic technical products that enable engineers to be more productive, such as Github Copilot and Github Enterprise, as well as in-house built tools such as our Generative AI, CI/CD Pipeline and Release tools.
- Partnering with EE engineering and business management teams across the globe to drive adoption of best practice enablers such as version control, testing automation, agile project management and CI/CD to improve industry standard DORA metrics used as benchmarks of high performing technical teams.
This role is key to the success of Engineering Excellence. The lead will interact with and influence Managing Directors and Directors across Technology, as well as ensuring they remain well connected to the most junior developers in the teams.
The Engineering Excellence Transformation & Change Manager will have a strong desire to drive change and support others, ideally with a background in engineering. This role will report to the Head of Engineering Excellence based in London.
Key Responsibilities:
- Build and lead a small, high performing team to execute on the EE agenda.
- Lead non-direct large engineering teams through influence to execute on the EE agenda.
- Lead on or participate in strategic EE initiatives in an ever-changing innovative environment.
- Contribute to the continual improvement of EE as an active member of the EE Leadership Team.
- Establish key performance indicators (KPIs) and metrics to measure the effectiveness of EE initiatives, regularly monitoring progress and adjusting as needed.
- Build strong relationships with key stakeholders across the organization to ensure alignment and support for EE initiatives.
- Lead or participate in local Tech initiatives as directed by the Head of Tech, Belfast.

- Ideally an Engineering background, able to review technical challenges and propose solutions; Always seeking to learn more about technology.
Experience:
- Proven track record of transformation and delivery of large-scale initiatives, driven through influence rather than directly managing large teams.
- Demonstrated ability to drive change and navigate complex organization dynamics.
- Demonstrated ability to create vision and motivate others through exciting content and presentations.
- Demonstrated passion for supporting technical career development of others.
- Demonstrated analytical mindset, with the ability to analyse data, identify trends, and make data-driven decisions.
- Good knowledge of the software development process, ideally from working in and/or running development teams in a banking environment.
