Job Overview
Citi is a preeminent banking partner for institutions with cross-border needs, a global leader in wealth management, and a valued personal bank in its home market of the United States. The role leads Citi’s U.S. Government Affairs team of state and local government lobbyists, managing them to deliver established USGA advocacy priorities. Additionally, the role directly manages political and policy engagement in a portfolio of states. Reporting to the Head of U.S. Government Affairs (USGA) in Washington, D.C., the role is responsible for advancing Citi’s engagement with policymakers who shape public policies governing the firm’s operating environment by executing high-impact engagement strategies aligned with Citi’s government affairs priorities and enterprise objectives.
Key Responsibilities
- Hold primary responsibility for the team’s successful advancement of strategic advocacy goals on public policy impacting Citi, as defined by and in coordination with the USGA head. Includes:
- Provide effective oversight to ensure team achieves advocacy and engagement goals
- Escalate political and policy priorities based on potential impact to Citi, by ensuring the team routinely monitors emerging risk and applies established triage frameworks based on degree of impact to Citi
- Serve as a trusted sounding board to the team members as they develop and refine strategic execution plans to advance team advocacy goals
- Ensure the team effectively:
- Serves as the primary advocate of Citi’s public policy interests with government officials shaping public policy impacting Citi in their portfolio regions
- Identifies, analyzes, prioritizes, and regularly communicates issues and implications
- Builds internal consensus on positions related to policy changes
- Develops a strategic engagement plan to address prioritized issues, using established triage frameworks to assess impact to Citi
- Leads their plans’ execution by engaging with portfolio government officials, trade associations, and consultants in their portfolio regions
- Directly manage political and policy engagement in a portfolio of states.
- Coordinate on policy issues and advocacy with key internal government affairs (GA) partners and senior Citi leaders in business, marketing, and communications to ensure that messages communicated to government officials are consistent across Citi and that the external impact is analyzed and understood
- Be a value-added resource to colleagues and internal business partners, providing insight and guidance on political and policy developments in the portfolio region as well as through the identification, analysis, prioritization, and regular communication of cross-team policy issues and implications
- Build and strengthen productive relationships with policymakers
- Partner closely with USGA colleagues to advance USGA political and policy objectives
- Represent Citi in public fora and in meetings with government officials
- Support expense management and external resource coordination in line with USGA practice head guidelines and routine strategy reviews
Qualifications
- Bachelor’s degree required; advanced degree preferred
- Minimum 15 years of experience in government relations or related field, including in government, a major corporation, trade association, or other business organization
- Prefer experience managing and collaborating with teams of government affairs professionals
- Prefer experience working on financial services public policy
- Strong existing relationships with government officials in states/localities
- Experience coordinating closely to advance advocacy objectives with coalitions of peers, external consultants and partners including trade associations and political organizations
- Ability to travel over 50% of time between multiple jurisdictions
Competencies
- Public Policy and Political Insights. Strong understanding of how government actions impact business decisions. Significant knowledge of the intersection of U.S. state and federal political trends and their impact on financial services policy. Demonstrated ability to translate political dynamics into effective government affairs engagement strategy.
- Leadership: Demonstrated experience in leading, influencing, and developing teams and executive level relationships. Team player able to build trusted relationships with senior-level policymakers and business partners. Experience with building, coordinating and engaging colleagues and networks across geographies and functions. Can interact and communicate effectively and comfortably with a wide range of audiences.
- Results Orientation: Self-motivated, strategic, outcomes-focused professional able to manage multiple priorities, operate effectively in ambiguity, and deliver high-quality work with limited supervision while partnering closely with senior leadership. Able to think both strategically and tactically to achieve government affairs policy advocacy outcomes.

$170,000.00 - $300,000.00
