Job Overview

The Head of State & Local Government Relations reports to the Head of U.S. Government Affairs in Washington, D.C. and is located in Washington, D.C. The candidate will be responsible for developing and managing Citi’s U.S. State & Local Government Affairs practice, which includes managing several state & local affairs professionals. The position involves identifying policy priorities; ensuring strategic alignment to the broader U.S. government affairs function, working with internal business leaders to develop and implement strategies; and engaging with external stakeholders including government officials, third parties, trade associations, and outside consultants to execute on those strategies. This position is based in Washington, D.C. and will require domestic travel.
Key Responsibilities:
- Head has primary responsibility for building and developing key relationships and the strategy and tactics for implementing legislative actions including:
- Identifying and communicating state & local policy issues;
- Building internal consensus on policy changes that affect the bank;
- Ensuring alignment to the overarching U.S. government affairs strategy;
- Developing and executing a strategy to address identified policy issues.
- Coordination with key government affairs partners on policy issues and advocacy
- Coordinate with other internal key stakeholders including; Citi Inclusive Development and Citi Foundation; Branding & Marketing; and Enterprise Services and Public Affairs function to ensure that messages communicated to government officials are consistent across Citi and that the external impact is analyzed and understood.
- Participate on key trade association calls/working groups and communicate with peer institutions.
- Manage team budget and expenses.
- Manage state PAC political contributions.
- Be a value-added resource to senior management and business leaders to provide insight and guidance on political developments and risks.
Qualifications:
- Bachelor’s degree required; Advanced Degree preferred
- Minimum 15+ years of experience in government relations either from government, with a major corporation, trade association, or other business organization, and/or a private law or government affairs firm that is devoted to state & local government relations; experience working on financial services issues required
- Experience managing a team of government affairs professionals
- Excellent written and verbal communications skills
Competencies:
- Team Leadership: Proven experience in managing/influencing and developing teams and providing effective leadership to motivate and inspire. Willing to take ownership of issues and has ability to think strategically as well as tactically.
- Strategy Development: Success developing and executing strategies to further public policy objectives. Deep understanding of business priorities and creating advocacy campaigns that enabling business development by leveraging direct advocacy, third party engagement, policy communications and other tools.
- Collaboration and influencing: The successful candidate is a team player that can demonstrate an ability to build and maintain strong relationships with key internal stakeholders. Candidate needs to be able to interact and communicate effectively and comfortably with Citi senior executives, senior business leaders and high-level government officials. A self-starter who can think strategically to help address problems or advance business objectives, and who understands the relevance of government action on business decisions.
- Business Acumen and Results Orientation: The candidate needs to be self-motivated with the ability to manage a set of deadlines and deliverables with limited supervision. He/she should be able to demonstrate proven capacity to design and implement a government relations campaign. The candidate should also have significant knowledge of state and local politics. Should have ability to multi-task and to work in a constantly changing corporate environment.
