The BCBS 239 Lead serves as oversight for assisting in the monitoring and scoring of the Citi-wide BCBS 239 (Basel Committee on Banking Supervision) compliance framework across relevant legal entities. This role will report to and work with the Head of Citi BCBS 239 to establish a process and set of metrics to monitor BCBS 239 compliance framework which sets the direction and approach to implement the BCBS 239 compliance framework and an effective process and control structure. The BCBS 239 compliance framework covers all BCBS 239 principles across governance, technology, data and reporting to meet senior management expectations and supervisory standards.

This role is expected to interact closely with Quality Assurance teams risk reporting, finance and regulatory reporting, and business/functional/regional Chief Data Officers (CDOs) and ensure a consistent heightened standards approach is followed. This role requires a broad understanding of risk management across all risk stripes as well as a broad understanding of regulatory filings (e.g., FR Y-9C, FR 14-Q/M, CCAR) due to the heavy close engagement with Finance. Deep knowledge in regulatory and management reporting is critical due to the complex and dynamic nature of these reporting functions and their connection to data/technology/infrastructure.Therefore, a strong working knowledge of best-practice data disciplines, and relevant ecosystem of data, technology, processes, controls, and organizations in a large global bank is required.

Role Responsibilities:

·Assisting in the implementation of the governance model and oversight function to ensure successful adoption of Citi-wide BCBS 239 compliance framework across Citi with particular focus in Risk and Finance.

·Contribute to the oversight of a holistic BCBS 239 compliance methodology, incorporating an interaction model encompassing key stakeholders across Risk and Finance, data providers, Technology and key control functions.

·Support executive management, committee, and Board reporting

·Help drive regional and country specific BCBS 239 efforts, ensuring consistent adoption and guidance.

·Design and roll-out an effective BCBS 239 training program, including artifacts required to evidence compliance “what good looks like” for the outcomes stated in the Citi-wide BCBS 239 compliance framework.

Experience / Competencies:

·5+ experience at a global bank across risk, finance or regulatory-related data/reporting/technology/infrastructure transformative projects.

·Working knowledge of data and reporting processes and risk and controls – both preventative and detective. Knowledge of BCBS 239 a plus.

·Excellent collaboration and communication skills with the ability to work across reporting teams and functional stakeholders.

·Excellent critical thinking skills, with the ability to synthesize complex situations/processes into succinct and effective solutioning opportunities; and to identify gaps, overlaps and synergies  .

·Practical, problem-solving, solutions-driven mindset.

·BS or MS degrees in business, finance, economics, engineering, computer science or other analytically intensive discipline.

Primary Location Full Time Salary Range:

$113,840.00 - $170,760.00
