We’re currently looking for a high caliber professional to join our team as Officer, Funds Portfolio Compliance Manager –C11 - Hybrid (Internal Job Title: Fund Accounting Intermediate Analyst- C11) based in Changi Business Park, Singapore. In this role, you’re expected to:

We are seeking a highly skilled and experienced Manager to join our dynamic team in Singapore. This hybrid role will be pivotal in supporting two critical functions within Citi: Trustee Operations and Securities Services' Funds Portfolio Compliance. The successful candidate will be responsible for ensuring robust fiduciary oversight, meticulous compliance monitoring of investment activities, and efficient operational support across both areas. This position is crucial for maintaining the integrity of our fiduciary responsibilities and upholding the highest standards of regulatory compliance within our funds portfolio. The incumbent will play a key role in safeguarding Citi's reputation and assets, directly contributing to the trust our clients place in us. This role requires a strong understanding of financial regulations, operational processes, and the ability to work collaboratively with diverse internal and external stakeholders

Fiduciary Oversight & Trustee Operations

•            Perform daily compliance monitoring and payment oversight activities for Trustee Operations.

•            Conduct financial statement reviews and assist in the preparation of regulatory reporting as per MAS requirements.

•            Ensure the conduct of fiduciary and fund services business adheres to all relevant internal policies and local rules and regulations.

•            Track and conduct annual due diligence for all agents (internal and external) in compliance with applicable policies and guidelines.

•            Support the Trustee Services Operations Head in sharing best practices and executing assigned projects.

•            Represent Trustee Services in a competent and professional manner with external vendors, clients, and during regular service calls with external stakeholders and outsource partners.

Funds Portfolio Compliance & Monitoring

•            Oversee the monitoring of investment and transactional activities of fund managers to ensure strict compliance with regulatory and client-mandated investment guidelines.

•            Review and maintain accurate compliance rules across various fund types, interpreting complex guidelines and creating relevant rules in the compliance monitoring system.

•            Serve as a Subject Matter Expert (SME) to guide the resolution of problems, escalations, and complex transactions related to portfolio compliance.

•            Ensure daily monitoring of alerts and breaches, taking and documenting appropriate follow-up actions.

•            Responsible for the timely and accurate delivery of all daily and non-daily reporting to clients as per requirements.

•            Maintain and update Operating Procedures Manuals and Operating Memorandums with clients.

•            Assist the Funds Compliance Monitoring Manager in maintaining a smooth compliance monitoring function, ensuring adherence to corporate and regulatory policies.

•            Contribute to process improvement initiatives, staff training and development, and user acceptance testing (UAT).

General Responsibilities & Stakeholder Management

•            Collaborate effectively with both external (fund managers, auditors, tax agents, bankers) and internal stakeholders (product, custody, client services teams, fund administrators, fund accountants) to ensure seamless operations and compliance across both functions.

•            Proactively attend to client queries and provide an excellent standard of service to both internal and external customers.

•            Assess risk in business decisions, ensuring compliance with applicable laws, rules, and regulations, adhering to Citi Policy, and demonstrating sound ethical judgment.

•            Identify, escalate, manage, and transparently report control issues.

•            Deliver high-quality service, ensuring tasks are completed in a timely, accurate, and controlled manner, with effective prioritization of critical items.

As a successful candidate, you’d ideally have the following skills and exposure:

•            Experience & Knowledge

•            Minimum of 3-6 years of experience within the financial industry, with a strong preference for backgrounds in Trustee Services, Fund Services Operations, Fund Compliance, Fund

Administration Service Support, or fund management/insurance business.

•            Demonstrated experience in post-trade compliance platforms, including creating and maintaining rules for portfolio compliance.

•            Comprehensive knowledge of core trustee and fiduciary services and processes, fund products, operations, investment guidelines, securities ratings, industry classification, and benchmark indexes.

•            In-depth understanding of local regulatory obligations and requirements, particularly MAS requirements in Singapore.

•            Experience in due diligence, audit, internal risk & controls is highly advantageous.

Skills / Exposure

•            Technical: Strong computer literacy, including advanced Excel and macro capabilities. Working knowledge of SQL and data mapping is a significant plus. Experience with compliance monitoring systems.

•            Analytical & Problem-Solving: High level of accuracy and attention to detail. Ability to interpret legal clauses and paraphrase them into clear requirements. Strong problem-solving and critical thinking skills.

•            Communication & Interpersonal: Excellent oral, written, and interpersonal communication skills. Ability to liaise effectively with diverse stakeholders (internal and external) and represent Citi professionally.

•            Organizational: Strong organizational and time management skills with the ability to manage competing priorities independently and effectively.

•            Competencies: Service-oriented and client-focused team player. Demonstrates adaptability, proactivity, and a strong commitment to risk awareness and adherence to documented controls.

•            A Bachelor's Degree in Banking, Finance, or Accountancy is preferred.
