Citi Markets Data Controls Strategy and Execution Team is looking for a Markets Data Controls Lead, supporting the global Markets data book of work. The role will be charged with ensuring the timely execution of control deliverables to assess, define and implement data controls across Markets in partnership with the Business, Technology and Enterprise Data Office, using their subject matter expertise to be able to provide meaningful solutions that are functional and sustainable to put Markets data under governance. The team is responsible for driving data control transformation in the underlying risk and control processes to manage poor data quality risk.
The ideal candidate will possess a foundational knowledge of Data Governance practices and Data Quality principles. This will be complemented by a strong grasp of financial markets, demonstrating expertise in various Markets asset classes (e.g., Fixed Income, Equities, Derivatives, FX), their data structures, valuation methodologies, and market behaviors, which is crucial for accurate data analysis and actionable insights. Additionally, practical expertise in evaluating existing controls, identifying gaps, implementing new controls, and supporting exception remediation processes is required. Beyond these core competencies, the role demands strong project management skills, the ability to contribute to strategic decision-making, and experience in effectively managing multiple use cases simultaneously.
Role Context:
We are seeking a highly skilled and motivated individual for the Markets Data Controls Lead position to drive delivery of critical data controls Markets data for key consumers in Finance, Risk, Compliance, etc. This role will focus on placing Critical Data Elements (CDEs) under governance by ensuring proper assessment, design, testing, implementation, and transition of data controls to Business-as-Usual (BAU). The successful candidate will partner with Technology, Data Domain Managers, and Use Case Leads to establish sustainable controls that reduce data risk and enable decision-making across the firm.
The Markets Data Controls Lead will act as SME, providing insight and leadership, as well as oversight in data governance, control design, and issue remediation. The role requires a balance of technical understanding, business acumen, Markets product knowledge, and strong stakeholder management. This is a hybrid role requiring a minimum of three days in the office per week.
Responsibilities:
• Lead the end-to-end lifecycle of Data Controls for CDEs, encompassing assessment, requirements definition, partnering with Technology on design/build, testing, and transition to BAU with Data Managers and Control Owners
• Identify and address critical data quality themes arising from process interdependencies within large, complex technology environments.
• Partner with Markets SMEs to run control assessments, reviewing CDE level requirements against existing controls, ensuring data is properly controlled at the appropriate measurement points and assessing if a gap exists
• Own all control deliverables for Use Case Gap assessments and solutioning activities, which includes reviewing Use Case CDEs, analyzing consumer data quality requirements, identifying existing controls, and solutioning for identified control gaps.
• Facilitate and monitor adherence to Data Quality dimensions (completeness, accuracy, timeliness, consistency), acting as a Subject Matter Expert (SME) for data control requirements across Risk, Finance, Compliance, and Markets Use Cases
• Coordinate with Technology to rationalize and address control gaps by providing recommendations, defining enhancements, and overseeing remediation efforts
• Provide inputs into optimization of controls, recommending enhancements to existing Data Quality and control framework
• Coordinate with Technology to address control gaps by providing recommendations, defining enhancements, and ensuring gaps are remediated
•Partner with Control Owners and Business Stakeholders to manage data exceptions, including remediation planning and escalation processes, proposing solutions and mitigation strategies
• Engage Markets SMEs and Data Consumers to validate control effectiveness and ensure mitigation of risks
• Collaborate with Business to understand Data Control requirements and identify control gaps, then coordinate with Technology team to obtain data profiling results
• Drive DQ control refinement through data profiling, collaborating with technology to analyze results, identify high exceptions, and implement targeted control conditions to reduce false positives
• Cultivate and lead technology partnerships, delivering prioritized requirements and scope, and establishing clear processes and ownership
RequiredQualifications & skills:
• 8+ years of relevant experience in Data Quality within Banking, specifically within Markets, demonstrating a strong grasp of financial products and their operational intricacies
• Expert understanding of various Markets asset classes (e.g., Fixed Income, Equities, Derivatives, FX), including their data structures, valuation methodologies, and market behaviors, crucial for accurate data analysis and actionable insights
• Highly proactive individual with a strong sense of ownership and a demonstrated drive to achieve impactful results
• Strong SQL skills with ability to read and write complex scripts, leveraging queries for data analysis, anomaly detection, and validation or data quality and controls
• Proven ability to effectively manage diverse stakeholders and communicate complex information to senior and executive leadership with judgment and authority, leveraging excellent oral and written communication skills for insightful commentary.
• Comfortable managing multiple priorities and tasks with accountability for deliverables
• Strong understanding of data governance principles, including CDE frameworks and governance, data controls, Data Quality practices and dimensions, and their application
• Hands-on experience with CDE level data controls implementation, data cataloging, metadata management, and Data Quality monitoring/profiling tools (e.g., Collibra)
• Understanding of exception management processes, and ability to interpret and escalate Data Quality or Governance issues
Preferred Qualifications & skills:
• Extensive experience in Risk and Control functions (First/Second Line) or relevant consulting within Markets or Financial Services, including proficiency in control assessments, testing, and the implementation of risk mitigation actions.
• Advanced proficiency in Python for producing data analysis, outcomes, and metrics, coupled with comfort in presenting these insights to key stakeholders.
• Demonstrated initiative in identifying opportunities for enhanced data insights and driving continuous improvement.
• Prior consulting experience within financial services or a related industry.
• Exceptional attention to detail in the analysis and documentation of data and business requirements.
• Ability to manage task level detail in JIRA
Education:
Bachelor’s/University degree or equivalent experience, potentially Master’s degree

$129,840.00 - $194,760.00
