Head of Services Investment Planning and Business Processes Improvement

Role Description:
The Head of Services Investment Planning and Business Process Improvement (C-16) will lead the Services global technology investment processes and the execution and adoption of the Citi Enterprise Architecture Methodology (CEAM*) across all Services products, functions, operations, and technology teams. This critical leadership role within the Services COO team ensures alignment on Technology investments and CEAM deployment to drive strategic outcomes.
The role requires a broad and comprehensive understanding of Technology architecture, products, business management, technology investment planning and governance, CEAM framework, and Controls across Services and the Firm. Experience with multiple business cycles and a firm grasp of the business's strategic direction are essential. Effective collaboration across the business is crucial for efficient execution and to prioritize business needs and this leader will be held accountable to drive results, engage through effective and clear communication, and lead and develop a best-in-class global team. This role reports to the Services COO and will partner with Services ExCo Members, Business Execution Teams and other partners who are accountable for execution of investment planning, process mapping and process intelligence, and will work closely with business teams, technology partners, and other horizontal partners across Services and Citi.
*Citi Enterprise Architecture Methodology (CEAM) is designed to strengthen Citi’s Business Processes, support automation of Citi’s control environment, and leading the firm to ensure that disruptions are minimized making Citi simpler, stronger, and more resilient. Simplification is achieved through the linkages to Processes, overseen by Process Owners and adoption by Programs such as End User Computer (EUC), Data, and Manager Control Assessment (MCA).
Key Responsibilities:
- Oversee the annual technology investment process for Services, partnering with both Business and Technology stakeholders to champion a capability-oriented, economy of execution and minimal duplication approach while leading the business through a timely and comprehensive planning and execution cycle
- Track ROI through structured governance forums, regular reviews with businesses, and effective metrics, collaborating with stakeholders to monitor spend, identify opportunities and propose actions, and deliver expected outcomes on budget
- Analyze current technology landscape and identify gaps and opportunities for investment, working toward a shared services methodology across all lines of business
- Ensure that business stakeholders develop business cases for technology investments, outlining the expected benefits and costs in line with Services priorities
- Prioritize investments based on business value, risk reduction, and strategic alignment, ensuring focus on reducing risk and improving productivity, and ensure effective prioritization across competing priorities
- Lead CEAM deployment across Services, including documentation, analysis, and optimization of current and future state business processes. This includes leading the team through process discovery and mapping exercises to document “as-is” processes and designing optimized “to-be” processes, and maintaining a centralized repository of process documentation
- Develop and implement process improvement initiatives, driving efficiency gains and cost savings, overseeing the implementation and tracking the impact on business outcomes.
- Promote the adoption of Agile methodologies across the organization, driving an end-to-end value-oriented approach and adapting agile principles to process improvement.
- Ensure alignment on technology budget allocation, prioritizing process automation and simplification opportunities in partnership with Technology and Business teams, ensuring solutions are scoped to support future state objectives.
Skills and Experience
- 15+ years experience in Financial Services with 5+ years in Technology Strategy, leading transformations and developing/executing technology plans and roadmaps for complex global businesses. Experience with business process mapping solutions a plus
- Understanding and experience with Lean Agile frameworks and complex Agile projects (Lean/Product Owner certifications preferred).
- Deep understanding of Services products, business management, architecture, network, and regulatory responsibilities.
- Strong understanding of operations, execution points, and taxonomy design.
- Proven leadership, communication, and collaboration skills, with the ability to influence across all levels.
- Ability to manage through influence, build rapport with senior stakeholders, and drive execution in a matrixed environment.
- Risk-based thinking and analytical mindset.
- Experience working in a global, matrixed environment, and building and leading high-performing teams.
- Proficient in Microsoft Office Suite, experience with Lean/Six Sigma experience a plus.
- Extensive experience in strategic thinking and problem solving skills
- Undergraduate degree in STEM or business discipline, with substantial technology experience required; Master's degree preferred.
