Job Overview

The Head of Prudential Coverage & Governance will report directly to the Enterprise Regulatory Engagement Head under the Citibank, National Association and North America Head Office.

The Head of Prudential Coverage & Governance role within the new Enterprise Regulatory Engagement Team will be part of a team with six other leads who collectively cover the firm across all regulatory engagement activities. It is a highly complex and pivotal position that aligns with our largest segment of regulatory risk, combining multiple critical domains and requiring extensive collaboration with various stakeholders and partners.  

The Head of Prudential Coverage & Governance will provide support to the following functions: Human Resources; Internal Audit; Legal; Risk (Enterprise Risk Management, Model Risk Management); Transformation/Firmwide Modernization; CEO Support and Board Members interacting directly with Prudential regulators (OCC; FRB; FDIC).

This role will be leading and directly managing the regulatory engagement team responsible for the holistic relationship with senior prudential supervisors at Citi’s US regulatory authorities. The role will lead two key distinct teams.

Regulatory Advisory: These teams will ensure expert guidance, regulatory oversight and informed decision-making across critical units.

Operational Readiness: These teams will focus on streamlined exam management and offer logistical and administrative support for regulatory exams and related activities.

The Head of Prudential Coverage & Governance plays a pivotal role in overall leadership, management and shaping of Citi’s engagement strategy, methodologies, procedures, and governance of the regulatory engagement environment, with focus on fostering a culture of accountability. Develops medium- to long-term plans around regulatory engagement and executes strategy requiring coordination and integration across the supported functions.

The Head of Prudential Coverage & Governance serves as a trusted advisor to the Board of Directors and to Citi’s senior management, sets the tone for proactive, respectful engagement with the regulators, and fosters collaboration across businesses and functions.

Additionally, the Head of Prudential Coverage & Governance champions strong financial discipline across the regulatory engagement team and drives efficiencies in key initiatives, including simplifying and streamlining processes.

Key Responsibilities:

  • Develop Citi’s regulatory engagement strategy and implement regulatory engagement coverage plans to drive consistent, clear, and aligned regulatory communications.
  • Lead and develop high-performing teams within the regulatory engagement function, fostering growth, collaboration, and excellence.
  • Lead the development and maintenance of strong relationships with the lead examiners and their teams.
  • Serve as an advisor to and regularly brief seniors (Executive Management Team and their direct reports) and Board members
  • Identify and escalate thematic issues coming from the breadth of regulatory engagements
  • Monitor and provide analysis of changes to the regulatory landscape
  • Develop and execute a supervisory strategy including on regulatory ratings
  • Provide insight, review and challenge on regulatory correspondence
  • Provide a forward look on upcoming exams, advocate where appropriate
  • Identify and escalate emerging areas of interest to supervisors
  • Provide critical review of key regulatory submissions
  • Assist in strategic exam prep (mock exams, more detailed follow up requests)

Experience / Qualifications:

  • 15+ years of experience, including 10+ years' managerial experience
  • Substantial, broad, and deep experience in regulatory supervision, or regulatory relations / engagement or in a role requiring deep regulatory understanding.
  • Strong business or functional experience at senior levels
  • Broad understanding of relevant banking regulation and supervisory expectations for large complex financial institutions.
  • Track record of managing senior client or regulatory relationships at peer institution.
  • A self-aware, self-confident individual who has well developed listening skills, and a strong ability to engage at the executive management level by providing proactive support and advice on a variety of regulatory matters.
  • Demonstrated experience in managing integrated regulatory requests within a matrix reporting environment.
  • Consistent record as Program or Project Manager, Lead, PMO or department head, managing teams and large, strategic cross-functional projects
  • Previous program/project management, consulting, technology and/or management

Education:

  • Bachelor’s/University degree, master’s degree preferred.

$250,000.00 - $500,000.00
