Senior Vice President, USPB Enterprise Risk & Balance Sheet Management
U.S. Personal Banking (USPB) is a major business at Citi. The In-Business Credit & Franchise Risk Organization within USPB is responsible for managing the credit and franchise risk of the USPB business. The Head of In-Business Credit & Franchise Risk reports to the CEO of USPB.
One of the groups within In-Business Credit & Franchise Risk Organization is Enterprise Risk and Balance Sheet Management. This group is responsible for executing Enterprise Risk Management (ERM) programs including Risk Identification, Risk Appetite & Limits, New Activities/Product Risk, ERM Risk Monitoring and framework execution. Additionally, this group is pivotal for In-Business Balance Sheet Management, focusing on USPB Capital Resource Management, Recovery & Resolution planning, and Tangible Common Equity (TCE) analytics.
This role is part of the Retail Credit Limit Management & Balance Sheet Management Team.
The Senior Vice President (SVP) of Retail Credit Limit & Balance Sheet Management will lead a critical team responsible for quantitative analysis and execution in the areas of risk appetite and concentration risk limit management and capital resource management (RWA/GSIB/TCE).
The SVP will be a strategic lead, combining deep analytical expertise with strong leadership capabilities to guide a team of quantitative analysts. This individual will be instrumental in developing and implementing sophisticated methodologies for limit and capacity calibration, stress loss & RWA forecasting and capital resource management within the retail space.
Key Responsibilities
Team Leadership & Development
- Lead, mentor, and develop a high-performing team of quantitative analysts, fostering a culture of analytical rigor, continuous learning, and innovation. This includes setting clear objectives, providing constructive feedback, and promoting professional growth opportunities.
- Provide expert guidance and technical oversight on complex quantitative models, advanced statistical analysis, and data-driven decision-making processes. This involves ensuring the application of best practices and methodological soundness in all team outputs.
- Oversee comprehensive performance management, talent development initiatives, and strategic succession planning for the team, ensuring a robust and skilled analytical workforce capable of meeting future business demands.
Core Team Responsibilities
- Analytics and Methodologies Leadership: Lead the development, enhancement, and implementation of sophisticated analytics and methodologies for:
- Risk appetite stress loss and concentration risk limit setting, ensuring alignment with the firm’s risk appetite framework.
- Stress loss and RWA forecasting across the retail portfolio.
- Effective RWA management which includes detailed analysis of Spot RWA (Std, Adv Credit & Ops) metrics and trends.
- Conduct in-depth analytical assessment of balance sheet components (assets, liabilities, and equity) to identify trends, understand key drivers, and analyze interdependencies impacting capital and risk.
- Cross-Functional Collaboration & Forecasting Evaluation: Liaise extensively with finance and business partners to rigorously evaluate forecasts, particularly as part of the Outlook/Annual Plan and regulatory exercises such as CCAR/QMMF. This includes assessing implications to USPB (U.S. Personal Banking) capital-based stress losses, RWA, and other relevant balance sheet components.
- Capital Driver Evaluation & Monitoring: Evaluate and deep-dive into the drivers of capital-based stress losses and RWA. Recommend and implement key metrics and leading indicators to effectively track these drivers across the entire retail risk pool, providing proactive insights. (Conducting weekly driver analysis to identify key contributing factors, anomalies, and potential impacts on capital adequacy, ensuring strict adherence to established risk limits and regulatory requirements.)
- Executive Communication & Storyboarding: Build compelling and insightful presentations supported by rigorous analysis. Master the art of storyboarding results to effectively communicate complex quantitative findings and strategic recommendations to senior management and executive leadership teams, facilitating informed decision-making.
Qualifications
- 12+ years of work experience in financial services or management consulting with heavy focus on capital management, financial planning, and analysis
- Working knowledge of Credit Cards and other consumer bank products P&Ls, key risk & return dynamics and loss drivers.
- Good understanding of Capital and Balance Sheet Management, CCAR & CECL framework, Basel III Endgame
- Understanding of forecasting models for balance sheet and P&L
- Strong project management skills, proven track record of delivering complex solutions desirable.
- Proficiency with standard analysis tools (Advanced Excel / Tableau / Power BI / MicroStrategy)
- Clear concise communication skills, both oral and written; Ability to multi-task and work under pressure; Positive and proactive attitude, ability to collaborate across levels and functions.
- Excellent analytical skills, ability to derive trends, insights, and perform risk/reward trade-off analysis.

Education
- Preferred master’s degree in quantitative disciplines such as Financial Engineering, Operation Research, Econometrics, or similar quantitative discipline; OR MBA Finance
