Job Overview
Prime Services Technology supports a fast‑growing business where technology is a key driver of competitive advantage. The team works closely with business partners, external vendors, and internal technology teams to build and maintain next‑generation Prime Services platforms in a highly regulated, global environment.
The Technology Program Manager is responsible for delivering complex, cross‑functional technology initiatives within Prime Services. This role requires a strong understanding of how business, technology, risk, and controls come together to achieve strategic outcomes. You will work closely with senior stakeholders, manage delivery across multiple regions, and ensure projects are delivered on time, within scope, and in line with Citi’s standards, controls, and policies.
Key Responsibilities
Plan, coordinate, and drive day‑to‑day delivery of complex technology initiatives. Track milestones against target dates and provide regular status updates to stakeholders.
Manage project scope, assess change requests, and clearly communicate impact on timelines, costs, and risks
Partner daily with business stakeholders, technology leads, product teams, and vendors. Manage expectations across global teams and operate effectively in ambiguous, high‑pressure environments.
Facilitate and drive timely business decisions aligned to strategic priorities
Proactively identify, manage, and escalate project risks and issues. Define and drive risk mitigation strategies, including remediation plans.
Work with technology, vendor, and support teams to plan and implement solutions.
Document requirements and support testing, release, and implementation activities. Identify, plan, and execute application vulnerability remediation to improve platform risk posture
Create and maintain core project management artifacts and documentation. Apply lessons learned to improve future delivery and processes.
Leverage automation and AI‑enabled tools to improve productivity, reporting, and delivery discipline
Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behaviour, conduct and business practices, and escalating, managing and reporting control issues with transparency.
Qualifications:
6+ years of experience delivering complex technology projects or programs
Proven experience in technology project management, business analysis, or delivery leadership within a Capital Markets business.
Experience managing global stakeholders across business and technology teams
Strong understanding of the software development lifecycle - Agile and Waterfall.
Proficient with project and collaboration tools (e.g., Jira, Confluence, MS Project, Visio, PowerPoint)
Comfortable working with data, metrics, and reporting to support decision‑making
Experience operating in highly regulated environments with strong risk and control expectations
Excellent communication and presentation skills, with the ability to influence at senior levels
Strong planning, organization, and analytical skills, with high attention to detail
Ability to navigate matrixed organizations and align diverse teams
Proven ability to manage multiple concurrent initiatives and deliver results
Strong judgment, professionalism, and commitment to ethical business practices
Collaborative leadership style that motivates teams and drives shared ownership
Nice to have: Experience in Capital Markets products; Prime Brokerage Cash, Prime Brokerage Synthetics, Equities Finance, Futures and OTC Clearing will be highly relevant to this role, as well as knowledge and experience of the regulatory reporting space (EMIR, MiFIR, MIFID 2).
Education:
Bachelor’s degree/University degree or equivalent experience
