The Business Risk and Control Sr Officer I is responsible for change governance and related control activities for USPB projects, New Activity proposals, regulatory and policy changes, and Reputation Risk identification and mitigation.  This candidate is a strategic professional who closely follows the latest trends in Financial Services risk management and adapts them for application within specific job function.  Ensures that effective risk management is embedded throughout the project lifecycle through robust assessment of compliance and operational risks to support well-controlled business growthRequires significant coordination across key stakeholders, including the Business Control groups within the USPB organization.  Typically, a small number of people within the business provide the same level of expertise.  Excellent communication skills required to negotiate internally, often at a senior level.  Developed communication and diplomacy skills are required to guide, influence and convince others, including key governance stakeholders.  Necessitates a degree of responsibility over Change Governance technical strategy and execution.

Responsibilities:

  • Work with Management on governance and the facilitation of the execution of the Manager Control Assessment (MCA, i.e..Risk & Control Self-Assessment) as required by the MCA Standard including the assessment and appropriate approval of risk associated with business changes. 
  • Accountable for the quality, completeness, and accuracy of the implementation of the ERM and Control Framework in key responsibilities, including New Activity Policy, Issue Management Policy, ​Global Regulations Management Standard, Policy Governance Policy, Reputation Risk Policy and any related documents.   
  • Ensure the identification of issue root cause, partnering with control and process owners to recommend holistic corrective actions and improvements, provide check and challenge to ensure appropriate escalation in according with Issue Management and Escalation Policies.
  • Support management in the review and challenge process, within the FLUs, on the effective design and management of controls to mitigate risks as required by the Control Standards, including implementation and operation, conducting the control monitoring, handling deficiencies, and escalating issues for resolution. 
  • Assist management in exercising control over Operational and Compliance Risk in accordance with established Policy requirements.
  • Help management to identify, assess, escalate, and manage risk exposures across Risk Categories (Operational Compliance, Strategic, Reputational, etc), including material, emerging and concentration risks in accordance with enterprise Policies and Key Indicators to monitor risk exposures.
  • Provide guidance, support and influence over multiple operational risk disciplines to cover both new business initiatives and/or change related to of existing products and services.
  • Evaluate end-to-end project design and execution with specific focus on control design, risk identification and mitigation.
  • Perform risk assessment evaluations to ensure that new product/change initiative owners have accurately identified applicable risks and controls.
  • Identify manual control and/or monitoring activities and propose opportunities for automation relating to new products/change initiatives.
  • Participate in new initiative project reviews and business impact assessments to gain an understanding of project requirements, key risks and deliverables.
  • Liaise with Operational Risk and ICRM teams in response to 2LOD risk assessment challenge.
  • Communicate initiative/proposal readiness for applicable governance forums (PBNAC, CPE, RRF, etc.).
  • Identify opportunities to streamline and enhance governance processes and clarify roles and responsibilities.
  • Leverage KI reporting to identify trends, themes and areas requiring improved controls and/or monitoring.
  • Appropriately assess risk when business decisions are made, demonstrating consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency.

Qualifications:

  • 10+ years of financial services risk assessment or related experience in compliance, control, operational risk management, audit or financial controls.
  • Experience in Manager Control Assessment (MCA) framework or equivalent RCSA construct is required
  • Well versed in breaking down complex matters into core issues and root causes that can be more readily addressed.
  • Consistently demonstrates clear and concise written and verbal communication skills

Education:

  • Bachelor's/University degree or equivalent experience.
  • Relevant certifications: CRCM, CAMS, CRP etc. preferred

Primary Location Full Time Salary Range:

$130,880.00 - $196,320.00
