Job Overview
Reporting to the head of HR Data Product Management in the HR Data Office, the Technology Product Management Group Manager position will navigate global and cross functional needs, including collaborating with Enterprise Data Office (EDO) and drive towards and ideal state of a mature data governance program. Leading technical solutions activities that contribute to the definition of the Enterprise Data Governance Strategy, and/or Data Risk and Control Framework and Data Risk Taxonomy, and plays a critical role in leading activities to support implementation of the Data Governance Policy/Data Risk and Control framework. Position will leads and directs a team of professionals.
The role requires a comprehensive understanding of Data Governance, Data Modelling, Product Ownership, Agile Methodology, and Technical Project Management, and how it interact in order to achieve the objectives of the function. Applies in-depth understanding of the business impact of technical contributions.
The Technical Product Group Manager will be accountable for delivery of a full range of Technical Solution Services to one or more businesses/geographic regions, in order to put HR Data under Governance. Excellent communication skills required in order to negotiate internally, often at a senior level. Accountable for the end results of an area. Exercises control over resources, policy formulation and planning. Involved in short- to medium-term planning of actions and resources for own area. Full management responsibility of a team or multiple teams, including management of people, and planning, to include performance evaluation, compensation, hiring, disciplinary actions and terminations and budget approval.
Responsibilities:
- Implement and adopt the overall data governance strategy for HR, in line with the EDO strategy, and preventative data governance issues
- Adopt data governance frameworks and standards as defined by the EDO; and ensure Technical requirements are fully defined and prioritized for Data Solutions
- Partner with EDO and Technology to drive implementation and adoption of tools necessary to build and run effective data governance tools and processes
- Prioritize and drive the integration and adoption of all necessary tools and processes for an effective data governance strategy
- Builds strong partnership with the business stakeholders to help drive strategic direction and investment decisions.
- Owns development and communicates the long-term vision and goals that drive the working backwards strategies for a portfolio of platform products
- Understands domain and competitive landscape; may lead company-wide decision making for the platform product domain
- Inspires a culture of “test and learn” experimentation and innovation to solve core business and end customer needs in the platform product domain
- Leverages customer research, feedback, competitive analysis and industry trends to drive investment choices that will cultivate long-term innovation for the business and customer.
- Owns the organizational planning and serves as the representative to Leadership
- Compiles content for periodic Exec level communications, reviews and updates
- Continuously monitors the KPIs of portfolio and reviews regularly with technology peers and business partners
- Interface with the Business and stakeholders
- Makes trade off decisions for category / division platform product portfolio
- Owns business and platform requirements for Data Governance portfolio of platform products
- Sets the direction for the platform design for a large enterprise or portfolio of platform products
- Determines release goals for a large enterprise portfolio of platform products
- Creates a comprehensive user experience for an entire customer domain using various design thinking techniques
- For any issues, communicates to Sr. Management; assess the alternatives to resolve (“path to green”) and builds a plan for resolution; makes recommendations that will meet the goals and may directly implement resolution plans
- Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards.
Qualifications:
- 10+ years of relevant experience in a product line management, e-commerce, and/or strategic planning role.
- Significant experience building complex business and/or transactional models.
- Has thrived and succeeded in delivering high quality technology products / services in a high growth environment where priorities shift rapidly.
- Ability to use hard data and metrics to back up assumptions and develop business cases.
- First-class leadership and influencing skills, including experience managing a Tech Team
- Demonstrated interpersonal and talent management skills, including the ability to identify and develop product management talent.
Education:
- Bachelor’s/University degree, Master’s degree preferred

Primary Location Full Time Salary Range:
$153,600.00 - $230,400.00
