EEO Project Manager
The Equal Employment Opportunity Lead Analyst and Fair Employment Practices Project Manager is responsible for leading the development, implementation, and ongoing evaluation of the organization’s Equal Employment Opportunity (EEO) programs. In today’s dynamic legal and regulatory landscape, this role ensures full compliance with federal, state, and local affirmative action requirements, particularly for government contractors, while aligning efforts with broader workforce analytics, risk mitigation, and inclusive hiring practices. This is a strategic professional who stays abreast of developments within own field and contributes to directional strategy by considering their application in own job and the business. Recognized technical authority for an area within the business. Requires basic commercial awareness. Developed communication and diplomacy skills are required to guide, influence and convince others, in particular colleagues in other areas and occasional external customers. Significant impact on the area through complex deliverables. Provides advice and counsel related to the technology or operations of the business. Work impacts an entire area, which eventually affects the overall performance and effectiveness of the sub-function/job family.
This position serves as a strategic partner to HR, Talent Acquisition, Legal, and Compliance teams, supporting the organization’s commitment to equitable employment practices and audit readiness.

Key Responsibilities:
- Monitor progress against established goals and benchmarks for protected groups (e.g., veterans, individuals with disabilities).
- Ensure accurate and timely submission of regulatory filings (e.g., EEO-1, VETS-4212).
- Partner with external consultants or internal auditors for plan development and validation.
- Collect, analyze, and report workforce and applicant flow data to identify potential disparities.
- Collaborate with People Analytics and HRIS teams to ensure data integrity.
- Generate compliance dashboards and executive-level summaries to guide strategy.
- Maintain documentation and records to support Office of Federal Contract Compliance Programs (OFCCP) audit preparedness.
- Support internal audit processes and respond to federal and state inquiries.
- Track legal developments and emerging regulatory risks related to affirmative action and hiring practices.
- Support the delivery of training and providing guidance to HR and Talent Acquisition teams on compliant recruiting practices, outreach obligations, and recordkeeping.
- Provide strategic input on outreach programs and vendor partnerships aligned with affirmative action goals.
- Align AA efforts with internal engagement strategy, while remaining legally sound and non-preferential.
- Support corporate governance processes related to inclusive hiring, pay equity, and representation metrics.
- Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency.
Qualifications:
- Bachelor’s degree in Human Resources, Business, Legal Studies, or related field
- 3–5 years of hands-on experience in Equal Employment Opportunity (EEO) and Affirmative Action Program (AAP) compliance
- Working knowledge of federal regulations including:
- Executive Order 11246
- Section 503 of the Rehabilitation Act
- VEVRAA
- Title VII of the Civil Rights Act
- OFCCP audit protocols and compliance regulations
- Experience preparing and maintaining annual AAPs, including workforce analytics, job groupings, goal setting, and impact ratio analysis
- Familiarity with HRIS/ATS systems and tools used for AAP creation (e.g. Biddle or similar)
- Strong data analysis skills with proficiency in Excel or other statistical tools (pivot tables, VLOOKUP, regression analysis)
Preferred Qualifications:
- Experience supporting OFCCP audits, including submissions, desk audits, and on-site interviews
- Ability to interpret regulatory updates and translate them into clear, actionable internal policies
- Familiarity with contractor compliance requirements, including posting, outreach documentation, and recordkeeping

$93,440.00 - $140,160.00
