This outlines the scope of work, description, responsibilities, qualifications, and desired skills for an Application Development Sr Programmer - Mainframe Developer, AVP position focused on supporting card issuance and customer communication systems.

Scope of Work

  • The primary focus is on developing and enhancing applications related to:

  • Fulfillment Operations for various Citi branches (e.g., Citi Branded, ICG Commercial Cards, CBNA, Retail Services)

  • Plastics applications (card production and delivery)

  • Card carrier management

  • Digital communication channels (email, SMS) for customer notifications throughout the card delivery journey

  • The role involves close collaboration with various teams, including:

    • Fulfillment Operations

    • Plastics

    • Card Fulfillment Systems

    • Mail Management System

    • Agile Scrum teams

    • Production Support

  • Key responsibilities include:

    • Analyzing, designing, coding, and implementing solutions

    • Integrating diverse data feeds into SQL ETL processes

    • Supporting both Agile development methodologies, with Knowledge of Waterfall

    • Contributing to the evolution of the Payment Device Data Repository (PDDR) and its interfacing systems

Description

  • This senior-level role demands technical leadership and expertise in:

    • Leading analysis, design, planning, and Sprint oversight

    • Developing and integrating microservices and Next Gen Architecture (NGA)

    • Supporting Agile development of the PDDR

    • Building and integrating data feeds into SQL databases (DB2, Oracle, SQLServer)

    • Collaborating with Agile Scrum teams to deliver state-of-the-art solutions

    • Enhancing systems to support real-time customer service and mobile/digital payment devices

    • Contributing to the strategic direction of the PDDR team and its related systems

The Role

  • The Application Development Sr Programmer - Mainframe Developer, AVP will be a key technical resource for the Plastics Team.

  • The role involves

    • Analyzing, designing, building, and integrating data feeds into normalized SQL databases

    • Leading and reviewing analysis, design, planning, and Sprint oversight



Responsibilities:

  • Manage application development deliverables throughout the entire project lifecycle, using both Agile methodologies.

  • Create and maintain technical documentation, including requirements, code specifications, test plans, and results.

  • Analyze, design, develop, test, implement, and maintain applications with minimal supervision.

  • Provide technical expertise and resolve complex issues by thoroughly evaluating business and system processes.

  • Ensure adherence to architectural standards and identify opportunities for modernization and cost reduction.

  • Develop a deep understanding of the application ecosystem and its business context.

  • Collaborate effectively with remote teams and cultivate positive working relationships.

  • Optimize applications to reduce operating costs and total cost of ownership.

  • Work with stakeholders across locations to ensure compliance with certificate and encryption key procedures.

  • Contribute to the development and improvement of Standard Operating Procedures.

  • Integrate seamlessly with a team of experienced application developers.

  • Provide oversight and supervision as needed, adhering to all development standards, policies, and procedures.


Qualifications:

  • Experience

    • 5-8 years of hands-on experience with Mainframe technologies

    • Proven experience leading and directing teams

Core Competencies

  • Technical Skills

    • Strong Mainframe expertise: z/OS, COBOL, JCL, CICS, MVS, VSAM, DB2, REXX/CLIST, Connect:Direct (NDM)

    • Experience with SQL Server, Oracle, JAVA, JavaScript

    • Proficiency with modern mainframe and distributed IDEs and tools: IDz/RDz, Rational Team Concert, z/OS connect, Bitbucket, Jenkins

    • Working knowledge of debugging tools and application monitoring: Interest, IBM Debug, Omegamon

    • Experience working in a CICSPLEX/SYSPLEX environment

    • Knowledge and experience in UNIX or Linux and Open Text Exstream

Business Domain

  • Design and development experience with cards or retail bank applications and/or packages is a plus

  • Good knowledge of Association Formats (VISA and MasterCard)

Collaboration and Communication

  • Ability to work effectively with remote teams across geographies and organizational lines

  • Strong team player who can motivate others, handle multiple demands, manage changing priorities, and meet tight deadlines

  • Collaborative and adaptable, with excellent communication skills

  • Prior experience working on Agile teams using Scrum methodology is preferred

  • Ownership and Accountability

    • Ability to take ownership of end-to-end delivery responsibilities and drive results for the team

Other

  • Technical writing skills and proficiency with Microsoft tools (Excel, Word, VISIO, Access, SharePoint, PowerPoint)

Additional Advantageous Competencies

  • Experience working with business-critical, high-volume, and complex enterprise systems

  • Experience in cross-platform or legacy modernization projects

  • Knowledge and experience with automating development processes and testing
