Job Overview

Senior Vice President, Regulatory Risk Management (C14 – Costa Rica)

The Senior Vice President, Regulatory Risk Management, is responsible for leading and overseeing critical regulatory risk initiatives, ensuring compliance with evolving regulatory requirements, and managing associated risks. This role involves comprehensive oversight of risk assessments, control remediation efforts, regulatory reporting, and fostering a strong control environment across the organization, with a particular focus on the Regulation Ownership and Accountability Framework (ROAF). The SVP will drive strategic regulatory programs, manage key initiatives, and collaborate extensively with various lines of business, functions, lines of defense, and regulatory bodies to ensure adherence to ROAF principles.

Key Responsibilities:

1. Regulatory Risk Assessment & Remediation:

  • Lead and conduct regulatory risk assessments, including regulatory obligations, internal controls, reconciliation processes, and external factors to identify risk exposures.
  • Drive Key Performance Indicators (KPI), remediation efforts, including researching KPIs and addressing gaps with Corrective Action Plans (CAPs).
  • Oversee remediation activities with the relevant lines of business and/or functions with the ability to identify potential delays and other issues for prompt escalation.

2. Compliance Management:

  • Lead cross-functional regulatory activities and escalation processes, advising the lines of business and/or functions, on proper course of action.
  • Manage various regulatory change initiatives, including monitoring, reporting, and internal controls.
  • Manage regulatory records inventory and ensure adherence to relevant policies, standards, and procedures.
  • Oversee regulatory compliance training review and action initiatives to maintain a high level of awareness and adherence.

3. Oversight and Governance:

  • Strategic Implementation: Drive the strategic implementation and ongoing management of regulatory activities ensuring effective and consistent operation across different lines of business and/or functions.
  • Governance Support: Provide oversight and governance support for regulatory requirements, contributing to overall program governance.
  • Performance Measurement: Be accountable for the measurement and fulfillment of regulatory requirements, ensuring ongoing management of the framework and alignment with performance goals.
  • Framework Evolution: Participate in and contribute to program-level discussions and decision-making for the relevant regulatory Executive Steering Forums (ESF), addressing changes and escalations.
  • Accountability Framework: Oversee ROAF requirements for regulatory requirements, ensuring clarity of roles and responsibilities in managing compliance risk for Tier 1 Regulations.

4. Strategic Initiatives:

  • Drive key regulatory initiatives, ensuring alignment with organizational goals and compliance objectives.
  • Ensure the effective execution of regulatory activities aligned with internal control oversight.
  • Drive a culture of continuous improvement in regulatory reporting and governance processes within your team and across the organization.

Desired Qualifications:

  • Bachelor’s degree in business administration, Economics, or a related field. Master's degree or relevant professional certifications are highly preferred.
  • Extensive experience in regulatory risk management, compliance, and control oversight within a large financial institution.
  • Proven track record of leading complex regulatory projects and cross-functional initiatives, with direct experience in implementing or overseeing regulatory frameworks.
  • Strong understanding of relevant regulatory frameworks and requirements, including accountability standards like ROAF.
  • Excellent communication, analytical, and problem-solving skills.
  • Ability to interpret complex regulatory requirements and translating them into actionable recommendations.
  • Outstanding organizational, compliance management, and leadership skills, with a proven ability to manage multiple priorities, lead cross-functional initiatives, meet tight deadlines, and drive governance documentation and reporting accuracy.
