The Payroll Sr Analyst is a seasoned professional role. Applies in-depth disciplinary knowledge, contributing to the development of new techniques and the improvement of processes and work-flow for the area or function. Integrates subject matter and industry expertise within a defined area. Requires in-depth understanding of how areas collectively integrate within the sub-function as well as coordinate and contribute to the objectives of the function and overall business. Evaluates moderately complex and variable issues with substantial potential impact, where development of an approach/taking of an action involves weighing various alternatives and balancing potentially conflicting situations using multiple sources of information. Requires good analytical skills in order to filter, prioritize and validate potentially complex and dynamic material from multiple sources. Strong communication and diplomacy skills are required. Regularly assumes informal/formal leadership role within teams. Involved in coaching and training of new recruits Significant impact in terms of project size, geography, etc. by influencing decisions through advice, counsel and/or facilitating services to others in area of specialization. Work and performance of all teams in the area are directly affected by the performance of the individual.

Responsibilities:

  • The Payroll Sr Analyst performs business analysis support for an HR and Payroll operations organization; Creates and manages the documentation of internal procedures and business requirements.
  • Review and validate implementation of Employment Tax Laws, Rules and Regulation changes
  • Track and ensure timely implementation of Employment Tax changes
  • Create and implement internal procedures and business requirements
  • Develop and implement user application test plans; Execute test plans and identify discrepancies
  • Create and manage the business analysis and documentation of system change specifications
  • Resolve discrepancies with technical and business personnel, implement corrective measures, and retest as needed
  • Interpret data and make recommendations
  • Act as SME to senior stakeholders and other team members
  • Plans and execute complex projects and coordinate over a broader departmental spectrum. Regularly assumes informal/formal leadership role within teams, and is involved in coaching and training of new recruits.
  • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency.

Qualifications:

  • 5-8 years of experience in a related role.
  • Demonstrated execution capabilities
  • In-depth understanding and knowledge while contributing to the development of new techniques and processes and for the area or function.
  • Good communication skills in English
  • Proficiency in Microsoft Office/Excel
  • Excellent analytical skills
  • Proactivity and working independently is a must
  • Project management experience is an advantage

Education:

  • Bachelor’s/University degree or equivalent experience

This is a change management role focusing on employment regulatory tax and other regulatory changes and implementations in APAC. This role requires expertise in meeting tax compliance and other statutory regulations in the country (i.e., compliance of final pay requirements and due dates, etc.). He/She is responsible for the implementation of payroll projects and oversight of regulatory changes and project milestones, analyze and interpret data and make recommendations. In addition, he/she is responsible for ensuring strong controls for all Regulatory Tax and Statutory Work done by APAC Payroll Team.
