Job Overview

The IMPaCT Team combines the Cross Border Data Clearance function, the Enterprise Data Office, Privacy, and Records and Information Management. The Enterprise CBDC (Transfer Office) drives the build-out and implementation of Citi's enterprise-wide data transfer framework and implements the transfers operating model.

We are seeking a highly motivated and experienced Vice President (VP) to lead, operationalize and manage the cross-border data transfer clearance process within Citi for defined Countries. This role requires an excellent understanding of Country privacy and regulatory requirements, data transfer processes, and control frameworks as well as to have a strong emphasis on automation, AI tooling, strategic communication, and data-driven insights.

The VP will have a leading role to the implementation of Citi's enterprise data transfer framework, providing subject matter expertise, supporting Country ICRM and Business partners, and ensuring timely and compliant execution across multiple jurisdictions and stakeholder groups. This role is specifically within the Data Transfers Office.

Key Responsibilities:

  • Clearance Operational Support: Oversee and executing the screening, onboarding, review and data transfer requests fulfillment across all Businesses within Citi as and when received and as defined in rules provided by respective Independent Compliance Risk Management (ICRM). Discuss, implement and operationalize the new Country privacy and regulatory changes impacting the Cross Border Transfer process as advised by Country ICRM.
  • Quality Assurance (QA): perform regular review on data transfer approvals as defined in the Cross Border Transfer process and take appropriate action based on QA outcome.
  • Contribute to Data Enablement Process: Provide support and guidance to Business in the execution of the transformational data enablement process to streamline, standardize  and simplify global program related risk assessment questionnaire by driving  efficiency through organizing questions into logical groups, and reducing redundancies.
  • Target State Process Model Implementation: Support the design and implementation of the target state operational model for the Data Transfers Office, contributing to projects and initiatives to drive consistency and reduce risk in DTO processes.
  • Team Collaboration: Lead, mentor, train a high-performing team responsible for execution, coordination, and control adherence, contributing to a culture of accountability, excellence and continuous improvement.
  • Process Implementation & Enhancements: Assist in the implementation of a scalable and efficient operating model aligned with Citi’s global data transfer framework, contributing to process optimization.
  • Cross-Functional Collaboration: Cultivate strong relationships and collaborate effectively with critical cross-functional teams, including Third Party Risk Management (TPRM), Legal, Compliance, Technology, and various Business units to attain shared organizational goals.
  • Knowledge Management & Content Creation: Produce and curate high-quality content, including playbooks, guidance documents, and FAQs, that simplifies and scales process knowledge across the organization.
  • Communication & Reporting: Communicate complex regulatory and process information clearly and concisely to senior management, subject matter experts (SMEs), and challenge functions, ensuring transparency and understanding
  • Risk Management & Mitigation: Proactively review and challenge execution quality, promptly escalate potential risks, and develop effective remediation strategies to mitigate issues.
  • Crisis Management & Problem Solving: Demonstrate exceptional problem-solving acumen, particularly in high-pressure or crisis situations, to swiftly identify root causes and implement effective resolutions, by aligning with management priorities.

Qualifications & Experience:

  • Experience: Proven experience in privacy, regulatory operations, legal, compliance, or data governance within global financial institutions or enterprise settings.
  • Teamwork: Proven ability to work effectively within cross-functional teams across multiple time zones in complex, matrixed organizations.
  • Regulatory Knowledge: Working knowledge of international privacy laws and cross-border regulatory requirements, including GDPR, CCPA, DOJ and other relevant regulations.
  • Technical Proficiency: Hands-on expertise with MS Office, Sharepoint, automation tools, workflow platforms, and AI integration in business processes, demonstrating a passion for innovation and efficiency.
  • Risk & Control Understanding: Understanding of risk and control frameworks, including process oversight, audit readiness and the implementation of effective controls.
  • Communication Skills: Exceptional track record of executive communications, content development, and advisory support, with the ability to influence and persuade at all levels.
  • Preferences: CIPP/CIPM certifications; Prior Consulting experience an added advantage
