This position will be the Regional Head of Independent Validation (IV), reporting to the Global Head of Anti Money Laundering (AML) Independent Validation Operations. This individual will be leading a regional team of statisticians located in Tampa to independently validate and provide an effective challenge of the technical and functional soundness of AML scenarios and tools. AML-IV maintains independence from the developers and has the appropriate incentives, competencies and influence to perform their effective challenge role. The scenarios including rule-based tools, manual referral, and other methods. A successful Independent Validation function is critical for ensuring that AML risk across the institution is in line with regulatory expectations and that it provides defensibility of the key components of the AML system. As such, the individual will interact with senior leadership across AML and the business to align strategies, understand impacts, identify risks, and, as required, deliver critical strategic or regulatory programs. The successful candidate will be a point of contact for the regulators and Internal Audit (IA) and will lead the validation of scenarios and tools as part of critical strategic or regulatory commitments while supporting the continued enhancement of core components of the Independent Validation function.

Responsibilities:

  • Supporting the formulation of the validation governance, policies, standards, procedures and templates.
  • Leading the execution strategy of the regional Independent Validation function.
  • Leading and managing a team of statisticians, data scientists, and programmers responsible for the effective end-to-end challenge of AML tools, scenarios, from a technical and functional perspective, including evaluating conceptual soundness, performance, and ongoing monitoring.
  • The Regional Head will work with regional teams in EMEA and Asia to ensure a globally consistent program.
  • The Regional Head will ensure that validations are consistent with appropriate standards, methodologies, reviews, and approvals of the validation results/key findings.
  • Collaborating with and influencing key partners (including developers, tool sponsors, and senior management) to facilitate the validation process and resolve discussions/escalations of validation results in a timely manner.
  • Represent the IV function in interactions with the regulators and IA.
  • Recruiting, developing, and retaining high performing statisticians and AML subject matter experts.
  • Optimize the efficiency of the validation process and manage the capacity of IV; lead budget planning and financials.

Qualifications:

  • Significant degree of familiarity with AML and AML scenarios and tools required.
  • 5+ years of relevant experience in large, complex environments.
  • 5+ years of experience managing a team of highly technical specialists who validate code developed in software in packages such as SAS, R, SQL, and other standard database query tools.
  • 5+ years of strong model validation/data analytical experience, including data quality validation, use of descriptive statistics and predictive modeling.
  • Demonstrated experience in successfully implementing projects in the financial services industry, preferably with operations experience.
  • Demonstrated experience in working across technology, compliance and business lines and managing interdependencies between different stakeholders.
  • Experience with Mantas-based AML- monitoring systems is preferred.
  • Experience with visualization software systems such as Microsoft Business Intelligence (BI) or Spotfire is a plus.
  • Having a strong background in the application of statistical techniques (e.g., discriminate analysis, regression, decision tress, sampling methodologies, etc.) is desirable.
  • An understanding of regulatory risk for financial institutions is also useful.
  • Knowledge of the local/regional laws and regulations applicable to AML is a plus.

Education:

  • Bachelors (4 Year University) Degree in Statistics, Mathematics, Econometrics or other Quantitative fields or equivalent experience required.
  • Advanced (MS or PhD) Degree in Statistics, Mathematics, Econometrics or other Quantitative fields preferred.

Primary Location Full Time Salary Range:

$141,440.00 - $212,160.00
