Citigroup is committed to building out a first line team to establish regulatory risk governance and oversight. Citigroup is looking for an experienced executive to support Markets’ compliance with select global non-financial regulatory reporting (NFRR) requirements, including CFTC Swap Dealer, SEC Security-Based Swap Dealer, EMIR, and MiFID).

The NFRR Lead is a Global role and will work with business and function colleagues to monitor compliance with select NFRR regulations. This is a highly visible role that will require deep regulatory and business knowledge, executive level communication and direct regulatory interaction.

The NFRR Lead will be responsible for collaborating with stakeholders to remediate known control issues, advising on the implementation of amendments to relevant NFRR regulations, and reporting to senior management. Candidates must have experience in managing large and complex programs, working across multiple businesses and geographies; establishing appropriate oversight and processes that effectively mitigate relevant risk to meet regulatory expectations; and developing and monitoring compliance metrics and key risk indicators.

This role will be required to quickly analyze problems, opportunities, and initiatives and continually define, design, and document a plan inclusive of applicable businesses and products for these NFRR regulations, and lead stakeholders in various other businesses / functions through each milestone on time and with sufficient quality of deliverables balancing long term strategic vision and near-term tactical steps.

Key Responsibilities

  • Work closely with colleagues from Operations & Technology, Compliance, Legal, Risk & Control and business unit managers to ensure transparent and aligned objectives
  • Support in addressing questions arising from regulators, compliance assurance, internal audit, and regulators
  • Provide expertise for the definition of control requirements and control standards appropriate to mitigate NFRR risks to the firm
  • Provide credible challenge of existing control environment across businesses and functions
  • Monitor and assess the effectiveness of the current control framework and identify opportunities for improvement
  • Lead the development and implementation of ongoing initiatives, collaborating with business, function and second and third line leadership
  • Develop and/or enhance current reporting metrics to demonstrate the management, supervision and oversight of compliance and risks
  • Provide input into appropriate governance structures to support oversight of compliance with NFRR regulations
  • Participate in appropriate industry forums and monitor changes/developments to relevant standards

Capabilities

  • Strategic and project management capabilities coupled with strong analytical and operational skills – able to work at the highest levels, and get into the intricate details
  • Experience in collecting, defining and documenting business and technology requirements, test plans and other project management artefacts
  • Experienced in consulting with project stakeholders, including the skills to facilitate compromises and resolve conflicting requirements
  • Ability to create and deliver presentations to senior levels of management
  • Demonstrate the ability to synthesize information, prioritize business goals and drive results with a sense of urgency
  • Exceptional communication, executive reporting, negotiation, and presentation skills
  • Proven leadership on large cross-functional teams focused on strategic process
  • Creates and sustains a network of strong partnerships with the business (relationship and product management) and other functions, particularly decision makers and influencers
  • Critical thinker with ability to provide an impartial, prudent, and solutions-oriented approach
  • Strategically minded with track record of execution excellence

Qualifications

       Knowledge and experience

  • Bachelor's degree required
  • Track record of exceptional performance
  • 10+ years minimum relevant experience including 5+ years of managerial experience and at least 5 years minimum experience in working on NFRR
  • Detailed knowledge of NFRR regulations
  • Prior experience in regulatory driven programs
  • Self-motivated, detail oriented well organized with strong verbal and written communication skills

Experience in working across technology and business projects and managing inter-dependencies between the two

Primary Location Full Time Salary Range:

$170,000.00 - $300,000.00
