Global Finance Quality Assurance Head of Program Governance & Execution (PG&E) - C15 (Hybrid)
The Fin Solutions Sr Group Manager manages multiple teams through other managers. In-depth understanding of how own sub-function contributes to achieving the objectives of the function. A good understanding of the industry, direct competitors' products and services, is also necessary in order to contribute to the commercial objectives of the business. Requires thorough understanding of strategic direction of the function within the relevant part of the business, combined with a solid conceptual/practical grounding in both the function and/or area of expertise and related subject areas. Excellent communication skills required in order to negotiate internally, often at a senior level. Some external communication/negotiation may be necessary. Responsible for executing functional strategy in area managed. Determines approach to implementing functional strategy. Accountable for end results, budgeting, planning, policy formulation and contribution to future strategy of the area(s). Impact reflects size of team managed, strategic influence on the business and interaction with other functions or businesses. Full management responsibility for multiple teams, including management of people, budget and planning, to include duties such as performance evaluation, compensation, hiring, disciplinary actions and terminations and budget approval. May be doing involved or responsible for diverse (cross-discipline) activities. Typically, a direct report to a C16 role and function as an intergral member of the functional leadership team within a country/site location, job family, or line of business.
The Program Governance & Execution (PG&E) team within QATV is responsible for:
- Designing and overseeing QATV’s change management process and leading day-to-day intake execution
- Managing a portfolio of initiatives across QATV’s book of work, including:
- Defining project vision, scope, objectives, and milestones in alignment with enterprise strategy
- Overseeing budgets, resources, risks, and quality assurance across initiatives
- Leading RFP efforts to engage third-party vendors at competitive rates
- Planning and facilitating leadership forums, including operational governance reviews and book of work tracking
- Developing executive-level reporting, insights, and communications to support leadership decisions
- Overseeing third-party engagements to ensure timely, on-budget delivery
- Managing cross-border execution processes for transaction testing outside the U.S.
About the Role
As Director of the PG&E team, you will:
- Lead the planning, execution, and delivery of strategic initiatives across QATV
- Ensure delivery quality, risk mitigation, and issue resolution across PG&E-managed programs
- Act as a key escalation point, especially for risks tied to cross-border execution
- Define QATV’s change management strategy while managing its daily intake and implementation pipeline
- Lead and mentor a team of project and program managers, fostering collaboration across QATV, vendors, and functional teams

Key Responsibilities
- Program & Portfolio Oversight
- Maintain a consolidated roadmap of key initiatives and optimize capacity across the PG&E team
- Oversee cross-border execution, serve as escalation point, and implement process improvement strategies
Change Management
- Own QATV’s end-to-end change management lifecycle, from intake to closure
- Lead stakeholder dispositioning sessions to ensure process adoption and change implementation
PMO & Governance
- Design and implement right-sized governance frameworks, templates, and stage-gate models
- Lead RFP and contract processes with vendors; ensure performance aligns with scope and delivery standards
Financial Oversight
- Manage multi-million-dollar budgets, balancing scope, risk, and ROI
- Report on burn rates, forecasts, and budget status to executive stakeholders
Reporting & KPIs
- Deliver weekly dashboards on timelines, delivery health, and risk tracking
People Leadership
- Recruit, mentor, and manage performance of project and program managers
- Promote continuous improvement through coaching and hands-on development
Stakeholder Engagement
- Act as a strategic connector across QATV, Technology, Sourcing, and Clients
- Facilitate leadership sessions and drive transformation initiatives
Qualifications
- 7+ years leading enterprise transformation initiatives for global organizations
- 7+ years working in hybrid environments with Technology, Operations, and Business teams
- 3+ years designing and delivering change management strategies
- Experience managing multi-million-dollar budgets and overseeing RFP/contract cycles
- Exceptional communicator, skilled in simplifying complex data for executive and cross-functional audiences
- Experience leading cross-border programs and navigating compliance in regulated sectors
- Background in management consulting, with a focus on transformation, tech enablement, or operational excellence
Education:
- Bachelors degree, potentially Masters degree and managerial experience
