The Business Risk and Control Group Manager is accountable for management of complex/critical/large professional disciplinary areas. Leads and directs a team of professionals. Requires a comprehensive understanding of multiple areas within a function and how they interact in order to achieve the objectives of the function. Applies in-depth understanding of the business impact of technical contributions. Strong commercial awareness is a necessity. Generally accountable for delivery of a full range of services to one or more businesses/ geographic regions. Excellent communication skills required in order to negotiate internally, often at a senior level. Some external communication may be necessary. Accountable for the end results of an area. Exercises control over resources, policy formulation and planning. Primarily affects a sub-function. Involved in short- to medium-term planning of actions and resources for own area. Full management responsibility of a team or multiple teams, including management of people, budget and planning, to include performance evaluation, compensation, hiring, disciplinary actions and terminations and budget approval.
Responsibilities:
- Guide and influence governance and the facilitation of the execution of the Manager Control Assessment (MCA, i.e.. Risk & Control Self-Assessment) as required by the MCA Standard including the assessment and appropriate approval of risk associated with business changes.
- Responsible for the quality, completeness, and accuracy of the implementation of the Control Framework, including Risk Control Policy, Control Standard, Issue Management Policy, Lesson Learned Policy and Control Inventory.
- Manage and allocate resource for the identification of issue root cause, partnering with control and process owners to recommendations holistic corrective actions and improvements, provide check and challenge to ensure appropriate escalation in according with Issue Management and Escalation Policies.
- Assist in directing teams in the implementation of the Lessons Learned Policy, including monitoring of control breaches and dissemination and learnings across other business units for process improvement to limit the occurrence of similar future events and where similar risk exposure might exist.
- Support review and challenge, within the FLUs, on the effective design and management of controls to mitigate risks as required by the Control Standards, including implementation and operation, conducting the control monitoring, handling deficiencies, and escalating issues for resolution.
- Direct teams on the timeliness, accuracy and completeness of the MCA through controls prior to the execution of a process (QC).
- Assess adherence to the MCA Standard through controls after the execution of a process (QA).
- Exercise control over Operational and Compliance Risk in accordance with established Policy requirements.
- Allocate resource to identify, assess, escalate, and manage risk exposures across Risk Categories (Operational Compliance, Strategic, Reputational, etc), including material, emerging and concentration risks in accordance with enterprise Policies and the establishment of Key Indicators to monitor risk exposures.
- Assess Risk Appetite and monitor / assess exposures against this in accordance with enterprise requirements (if applicable).
- Take ownership to identify, assess, record and response to Operational and Compliance Risk events, ensuring these are captured accurately, timely and in accordance with requirements.
- Responsible that adequate governance and training are in place to support management of Risk profiles.
- Assess the risks associated with New Activities and changes to the Business, ensuring these are well understood and adequately controlled (if applicable).
- Support operational risk scenario analysis and stress testing for Operational Risk Capital requirements.
- Take ownership of risk and control assessments or coordination for programs within various risk stripes and ensure sufficient subject matter expertise exists to enable management of these risks within the Business (e.g. third party, fraud, sanctions etc) (if applicable).
- Take ownership to ensure that risk and control responsibilities and accountabilities are embedded within FLUs, including providing training and leading by example.
- Guide and influence standards and procedures that conform to enterprise requirements and support sound operational and compliance risk management.
- Apply knowledge of the business, products or services to identify and implement control points and processes throughout the business.
- Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behaviour, conduct and business practices, and escalating, managing and reporting control issues with transparency.

The Controls Automation team is part of Citi’s Central Controls Capabilities Unit and is responsible for the evaluation of enterprise-wide controls for automation and the design, development and implementation of automated control solutions on approved technology platforms.
This position reports to the Centralized Controls head and is responsible for leading due diligence into enterprise-wide “common” controls for automation, advising and recommending automated solutions to senior management and driving the design, development and implementation of automated controls solutions for an identified population of controls.
The Controls Automation lead is a highly structured and disciplined professional and has a deep knowledge of the principles and life cycle of control design, implementation and control operation, combined with knowledge and demonstrable experience of translating control processes into effective automated solutions. Necessitates an innovative and “think out of the box” mindset and a user perspective knowledge of advanced technology tools and applications to optimize the efficiency and effectiveness of automated solutions.
Excellent communication skills and gravitas required to negotiate internally, often at a senior level. Developed communication and diplomacy skills are required to guide, influence and convince others, particularly senior stakeholders and technology partners.
Responsibilities:
- Communication of automation program, objectives and purpose to multiple stakeholders including controls and process owners; business, central controls and technology stakeholders; 2 and 3 LoD stakeholders.
- Oversees the team’s due diligence into enterprise-wide “common” controls (ie. those controls applicable to all or significant number of Citi businesses and functions), to assess suitability of controls for automation and operation of control within a central controls utility. Involves extensive interaction with all impacted stakeholders, including control, process and core technology owners, businesses and 2nd LoD risk partners.
- Oversees and leads the team’s design of automated solutions, drawing on advanced automation tools (codified controls, AI and NLP) as necessary to maximize accuracy, efficiency and effectiveness.
- Plays key role to define and formally agrees with all key stakeholders, the operating model for each control solution – ie). operation of control by the offshore centralized controls utility or federated operation of control by each Citi business. Works in conjunction with Controls Automation Manager, ensuring consistency of approach.
- Oversees drafting of detailed end-to-end project plans for each control delivery and tracks timely delivery of each milestone.
- Leads communications and discussion with technology developers on required data feeds, design of automated processes and ensures full and complete understanding of requirements prior to development.
- Oversees the drafting of business requirements documents (BRDs), communication and presentation to key stakeholders and process through to full approval and is an approver of each BRD.
- Oversees and guides team discussions with businesses and offshore centralized controls utility, in capacity planning for operation of automated controls (either by central utility or within applicable businesses)
- Oversees development life cycle for controls to be automated within the program, working closely with developers, through to final delivery.
- Oversees user acceptance testing (UAT) for technology implementations across the automation program.
- Overseas and supervises go-live logistics for automated control solutions (ie. cutover from old process to technology solution)
- Chairs Controls Automation working group meetings to provide ongoing updates on program and deliveries to key stakeholders and tracks delivery of controls implementation pipeline against committed delivery dates.
- Manages and oversees delivery of user guides and delivery of targeted training sessions for controls within the automation program.
- Mentors, guides and trains junior team members in control principles and automation techniques.
- Oversees the tracking and ongoing operation of live controls on technology platform and is point of escalation for technology incidents and incident reporting.
- Oversees the team monitoring live controls on technology platform for changes in control parameters and source data feeds, and ensures all changes are anticipated and implemented for uninterrupted operation of controls on the platform.
Qualifications:
- 10+ years banking and/or risk management experience, 3+ years in Risk & Controls roles.
- Subject matter expert on the principles of control design, execution and testing.
- Excellent knowledge of advanced automation tools and applications
- Excellent understanding of MCA (Managers Control Assessment) frameworks and processes.
- Advanced skills in MS Word, MS Excel, MS PowerPoint, and MS SharePoint.
- Effective communication, written and presentation skills.
- Strong people and relationship management skills with the ability to influence others and foster a sense of collaboration.
- Strong execution and project management skills with drive for continuous improvement to ensure timely/quality delivery of critical projects/tasks.
- Innovative and Independent thinker and able to structure, design and articulate imaginative automated solutions.
Travel Requirement:
- Less than 10%.
