The Fraud Risk Group Manager is accountable for management of complex/critical/large professional disciplinary areas. Leads and directs a team of professionals. Requires a comprehensive understanding of multiple areas within a function and how they interact in order to achieve the objectives of the function. Applies in-depth understanding of the business impact of technical contributions. Strong commercial awareness is a necessity. Generally accountable for delivery of a full range of services to one or more businesses/ geographic regions. Excellent communication skills required in order to negotiate internally, often at a senior level. Some external communication may be necessary. Accountable for the end results of an area. Exercises control over resources, policy formulation and planning. Primarily affects a sub-function. Involved in short- to medium-term planning of actions and resources for own area. Full management responsibility of a team or multiple teams, including management of people, budget and planning, to include performance evaluation, compensation, hiring, disciplinary actions and terminations and budget approval.

Responsibilities:

  • Leads and provide subject matter expertise over advanced analytic projects for fraud detection analytics using multivariate statistical approaches, such as using decision trees to develop and optimize detection rules, design processes and computer codes to simulate and evaluate performance of the detection strategies. Based on the analytic output design, modify risk mitigation strategies that can be deployed in the fraud detection system.
  • Provides subject matter expertise including mathematical risk modeling on developing the Independent Fraud Risk Team’s Fraud Risk Assessment application (proprietary software).
  • Provides business and functional requirements, approves of the development document, conduct user tests, and educates the application’s users.
  • Designs and calibrates the company’s quantitative and qualitative Fraud Risk Appetite Framework.
  • Provides specialized analytics and management insights to the fraud risk senior management on policy compliance and aggregated risk measurement.
  • Develops and adopts a Statistical Forecasting framework for extrapolating Fraud Losses for annual business planning purposes.
  • Provides Analytic subject matter expertise for Fraud Quality Assurance Reviews.
  • Provides expertise in fraud modeling and conduct technical validations for Fraud Models.
  • Develops and hosts analytic trainings for the company’s fraud managers and analysts.
  • Performs other duties and functions as assigned
  • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards.


Qualifications:

  • 10+ years relevant experience
  • Predictive modeling, including decision tree modeling and integration into business strategies
  • Statistical analysis using SAS programming software


Education:

  • Bachelor’s/University degree, Master’s degree preferred

Esta función es responsable de coordinar el Diseño, Implementación y seguimiento del Plan de Gestión de Prevención de Fraudes requerido por la CUB en Art. 164 Bis I, así como mantenerlo actualizado y realizar adaptaciones conforme a los cambios regulatorios, en los mandatos y en las Política.

- Asegurar que los procesos, metodologías, sistemas, herramientas, etc., que el área responsable de cumplir con el requerimiento tiene implementados efectivamente satisfagan lo que solicita la Regulación, Política o mandato.

Responsabilidades Principales:

  • Estar informado de los requerimientos de las Regulaciones, mandatos de las marcas  (Visa / Mastercard) y Políticas que se emitan para evaluar el nivel de cumplimiento y/o necesidad de realizar acciones, para asegurar el apego a los mismos, a través de:

  • Identificación de GAPS,

  • Elaboración de planes de trabajo con las áreas responsables de cumplimiento

  • Seguimiento de estos hasta su resolución

  • Liderazgo y Coordinación: Coordinar equipos de trabajo multidisciplinarios (ciberseguridad, unidades de negocio, operaciones, cumplimiento, etc.) para asegurar la correcta implementación de los requerimientos de los reguladores, mandatos y Políticas.

    -  Facilitar la colaboración con áreas de tecnología, operaciones y auditoría para mantener y reforzar los controles internos.

    - Relación con Entidades Regulatorias: En coordinación con el área de REMO/IBCO, ser el frente de la Dirección de Fraudes, para cualquier relación con entidades regulatorias, en lo relativo al reporte de avances, entregando informes y dando seguimiento a observaciones o sanciones. Asegurar el cumplimiento de plazos regulatorios y la entrega de documentación conforme a los requerimientos de los reguladores.

Requisitos:

  • Formación Académica: Licenciatura en Derecho, Finanzas, Administración, Seguridad de la Información o afines. Se valorará Maestría en áreas de Gestión de Riesgos, Compliance y/o Certificación en Crímenes Financieros.

  • Experiencia Profesional: Mínimo 3 años de experiencia en puestos de liderazgo en áreas de prevención de fraudes, gestión de riesgos y/o cumplimiento normativo en instituciones financieras.

  • Conocimiento Normativo: Profundo conocimiento de la Circular Única de Bancos (CUB) y de las normativas aplicables a la prevención de fraudes en México. Familiaridad con los requerimientos de la CNBV y otras entidades regulatorias en materia de riesgos y seguridad. Conocimiento de las Políticas Internas de Citi en materia de prevención de fraudes.

  • Competencias Personales: Liderazgo estratégico, habilidades de comunicación efectiva y resolución de conflictos. Enfoque orientado a resultados y a la mejora continua. Habilidad para gestionar equipos y liderar proyectos complejos en colaboración con múltiples áreas.
