Team/Role Overview

Citi is committed to building out a team to establish firm-wide, horizontal, regulatory risk governance and oversight for Regulations identified as ‘Tier 1’ including. This role sits in the Prudential and Regulatory Risk Team within Citi’s Markets business line, but relates to the oversight of compliance with the European Market Infrastructure Regulation (‘EMIR’) across Citi.

We are looking for a subject matter expert who can help drive our compliance risk oversight across all businesses and geographies for EMIR, supporting the first line Regulation Lead and Accountable Executive. The successful candidate will be expected to provide expert advice and thoughtful challenge, define solutions, drive remediation plans, share technical expertise and secure buy-in from diverse stakeholders, to deliver appropriate outcomes for the firm.

What you’ll do

This role sits in the first line of defense. The successful candidate will be expected to partner closely with stakeholders from across the three lines of defense and multiple functions. The successful candidate will provide support in relation to the following (non-exhaustive) areas:

  • Control Framework: Support the identification, remediation and overall management of associated control frameworks. This will include:
    - End-to-end remediation of identified control gaps / enhancements, by defining / shaping the agreed remediation plan; coordinating with different stakeholder groups to effect delivery; and directly implementing remediation solutions where required.
    - Identification, monitoring and challenging of ‘locally owned’ BAU issues, in order to ensure robust, timely delivery.-
    - Engaging with second and third lines of defense to ensure full visibility of planned testing impacting these regulations - and any subsequent issues raised as a result of said testing.
  • Risk Monitoring: Develop, operationalize and monitor relevant metrics, in order to provide effective oversight of a complex business / control environment.
  • Regulatory Change: Identify, monitor and coordinate delivery of any relevant regulatory change / developments, from impact assessment through to implementation.
  • Governance: Support the operation of periodic governance routines, which provide firm-wide, horizontal oversight of compliance with the regulation.
  • Stakeholder Management: Engage with diverse stakeholder groups (internally and externally) to effectively discharge oversight, provide subject matter expertise and support the enterprise in its efforts to address the associated regulatory risk. Build effective working relationships with second line of defense and third line of defense, including supporting initiatives led by them (e.g. policy and training adequacy; periodic audits).

What we’ll need from you

  • Significant experience in Financial Services or Financial Regulation, with consulting, business management, business risk, and/or advisory compliance experience.
  • Extensive knowledge of regulatory requirements, risks and controls regarding EMIR.
  • Strong risk management culture, with a focus on ‘doing the right thing’ to create a safer operating environment for firms.
  • Ability to balance multiple, diverse requirements at any one time, via a prioritised, commercially minded approach that balances business prioritises with compliance risk.
  • Experience working on complex regulatory remediation programmes, with challenging timelines to meet regulatory expectations.
  • Understanding of risk management practices, including risk identification, control design and evaluation of controls.
  • Effective (written and verbal) communication, influencing and inter-personal skills to support impactful communication with senior stakeholders, supported by strong attention to detail.
  • Resilience, self-motivation and ability to work effectively in a large, complex organisation
