Tax USPB Governance Lead, VP - Hybrid

Tax Information Reporting (TIR) is responsible for end-to-end client tax activities including validation of client tax certifications, withholding, information reporting under Internal Revenue Service, Foreign Account Tax Compliance Act (FATCA), and Common Reporting Standard (CRS) regimes, Citi-wide governance, and US non-income tax including sales & use tax, personal property tax, and others.

This candidate will own issue tracking and reporting, drive recurring tax governance forums, coordinate files and responses for control functions (i.e. Risk & Control, Risk Management, Internal Audit), and partner with colleagues to push for common processes and controls within the team.  The role sits within a centralized Tax Information Reporting (TIR) team in Core Operations within Citi’s Chief Operating Office and focuses on the strategic agenda for Tax Information Reporting.  Additionally, the incumbent will be responsible for overseeing various support functions for tax information reporting including metrics collection & reporting, headcount tracking & approvals, and financial forecasting/planning.

This position includes accountability for migration of information reporting work from different businesses globally; roll-out of new systems for Tax Information Reporting; and providing tax technical guidance to business partners through stakeholder engagement conversations. This is an individual contributor role supporting a team of tax professionals in a team-oriented environment in the United States and India.  The team supports Citi’s U.S. Personal Banking and Personal Wealth Management business.

Responsibilities:

• •Execute and/or support the execution of activities from the Tax Information Reporting process tree including, but not limited to, tax form validation, withholding, information reporting, legal entity maintenance, and governance

  •Act as a tax information reporting subject matter expert to execute operational and project initiatives

  •Manage global metrics tracking and reporting across the Tax information Reporting organization; this includes delegation management, identifying exceptions, and improving visibility to leadership

  •Migration of work into our centralized hub

  •Coordinate recurring Desktop Manual reviews and edits ensuring a consistent look and feel and sufficient detail

  •Support Service Delivery model with all stakeholders

  •Identify and participate in process improvement and re-design activities to achieve better controls, compliance, and efficiencies

  •Support audits by tax authorities and Internal Audit

  •Support the Tax Information Reporting U.S. Personal Banking and Personal Wealth Management Lead across various Technology projects and strategic initiatives

  •Contribute towards departmental requirement to adhere to strict regulatory and compliance requirements per tax authority and Citi policy

  •Perform reviews of written tax policy and procedures, research and respond to inquiries from operational areas

Qualifications:

• 8-10 years relevant experience

• Excellent relationship management and communication skills to drive engagement and close interactions with key stakeholders including Corporate Tax, Business Heads, and Ops managers

• Ability to design processes and procedures including proven track record at Process Re-engineering, Re-design, Process Automation

• Experience in interacting and managing senior interactions; exceptional influencing skills to influence change in upstream areas

• Proven ability to act as a change agent for organizational and product transformational initiatives; exceptional influencing, communication, and presentation skills to influence change in upstream areas

• Knowledge of IRS Forms W-9 and W-8 and their associated requirements; Forms 1098, 1099 series, and 1042-S; Forms 945 and 1042

• Strong understanding of U.S. tax information reporting rules applicable to U.S. Persons and non-U.S. Persons

• Strong understanding of Risk & Control functions and requirements including control design, and control testing

Education:

• Bachelors degree, potentially Masters degree
