Development Manager - Shared Infrastructure and Frameworks, SVP - Hybrid

Prime Service Tech is working on multi-year growth initiative and as part of it, we are expanding our platform offering to markets quants and product development to build analytics using Python, hosting new data platform and building robust monitoring and observability capabilities for Prime Tech. In this role, the development manager will work very closely with other Markets Tech organization to identify opportunities for shared platforms/infrastructure and reusable frameworks and promote inner-sourcing and shared devops responsibilities.

The Development manager is a senior management level position responsible for accomplishing results through the management of a team or department in an effort to establish and implement new or revised application systems and programs in coordination with the Technology Team. They will be responsible for frameworks and platforms and work with development managers and leads in that functional area and ensure common solutions and strategic architecture is consistently implemented across Prime & Clearing & Equities org and broader markets technology.

The role requires a comprehensive understanding of multiple areas within a function and how they interact in order to achieve the objectives of the function. Applies in-depth understanding of the business impact of technical contributions. Strong commercial awareness is a necessity. Will be accountable for delivery of a full range of services to one or more businesses/ geographic regions. Excellent communication skills required in order to negotiate internally, often at a senior level. Some external communication may be necessary. Accountable for the end results of an area.

Responsibilities:

• Manage multiple teams of professionals to accomplish established goals and conduct personnel duties for team (e.g. performance evaluations, hiring and disciplinary actions)
• Provide strategic influence and exercise control over resources, budget management and planning while monitoring end results
• Utilize in-depth knowledge of concepts and procedures within own area and basic knowledge of other areas to resolve issues
• Write code in Python and React/Angular to create prototypes or to evaluate a technology. Participate in code reviews for the team and implement development standards
• Ensure essential procedures are followed and contribute to defining standards
• Integrate in-depth knowledge of applications development with overall technology function to achieve established goals
• Provide evaluative judgement based on analysis of facts in complicated, unique, and dynamic situations including drawing from internal and external sources
• Influence and negotiate with senior leaders across functions, as well as communicate with external parties as necessary
• Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards.

Qualifications:

• 10+ years relevant experience
• Hands on experience of building & deploying cloud native solutions using containers / docker
• Expertise in Python/Scala/JAVA , Angular/React, Trino/Pinot, AutoSys/Airflow, Grafana Labs, Kafka/Solace/Tibco
• Hands on experience using GenAI and ML
• Consistently demonstrates clear and concise written and verbal communication
• Excellent negotiation, issue management and prioritization skills
• Experience managing global technology teams
• Ability to develop working relationships beyond immediate organization
• Ability to manage multiple activities and changing priorities and work under pressure to meet tight deadlines
• Self-starter with ability to take the initiative and master new tasks quickly
  Methodical, attention to detail
• Working knowledge of industry practices and standards

Education:

• Bachelor’s degree/University degree or equivalent experience
• Master’s degree preferred
