We’re currently looking for a high caliber professional to join our team as Assistant Vice President, Project Director - International Construction Management – Singapore - Hybrid (Internal Job Title: Facilities Ops Construction Project Manager - C12) based in Changi Business Park, Singapore. An International Construction Management (ICM) Project Director is a strategic professional who is current with developments within own field. They are a recognized technical authority within the project execution space and will have a commercial awareness of our strategic goals. They will collaborate with multiple people within the business that provide the same level of subject matter expertise. Developed communication and diplomacy skills are required in order to guide, influence and convince others, in particular colleagues from other departments, external consultants and contractors. Provides advice and counsel related to available technology and or work practices with their field of expertise.

In this role, you’re expected to:

  • Provides end to end leadership and oversight from initiation to completion of assigned projects within the Asia Pacific (APAC) region.
  • Assist with the development of new project feasibility plans with key stakeholders (Asset Management, Finance, Facilities Management (FM), including establishing the project scope, program and budget.
  • Establish project teams by work with internal Citi procurement department to appointing external panel consultants with set rates or tendering to external Project Manager (PM), engineering and design consultants as required.
  • Oversee the day-to-day management of project teams and projects are progressing in accordance with approved procedures and policies, ensuring all required project and program reports are prepared and submitted on time.
  • Providing ad hoc reports to Real Estate Services (RES) local, regional & global management as required.
  • Co-ordinate with internal Citi Technology Infrastructure (CTI) and Citi Security and Investigative Services (CSIS) colleagues to facilitate the integration of these critical systems into projects.
  • Co-ordinate the design with FM stakeholders, and at project completion, ensure all handover inspections & testing occurs with FM and Asset Management representatives, as well as required AS-build drawings, specifications and schedules are reviewed and accepted.
  • Where required, ensure the project teams co-ordinate with Citi’s critical infrastructure teams regarding the design, execution, testing and handover of critical building infrastructure, including but not limited to Technology & Communications rooms, generators, mechanical and electrical infrastructure.
  • Ensure project team Liaise and co-ordinate with building owners, managing agents and other tenants (if any) to prevent issues & delays during the design and execution of projects.
  • Oversee the management of project schedules across a program of projects, escalate and report delays to stakeholders and lead the development and implementation of recovery programs as required.
  • Oversee the management of project cost across a program of projects, escalate and report cost overruns to stakeholders. Coordinate the approval of variations and lead value engineering exercises if required.
  • Manage the project scope and the design approval process with the project team. Ensure the project design teams follow global design procedures and policy's as well as collate & incorporate local design requirements. Escalate project scope creep and design conflicts and lead the resolution of issues with key stakeholders.
  • Oversee the project team's management of vendor procurement (tendering & appointment), ensure this has been coordinated with internal Citi procurement department and all procedures are followed (including 3rd party and compliance reviews). Review and approve all vendor appointment recommendations on all projects under management, facilitate senior management approval as required under the signing authority matrix.
  • Ensure all projects are executed in compliance with Real Estate Services (RES) policies and standards, together with any local authority regulations. Maintain records and reports as required.
  • Ensuring compliance with RES operating policies and procedures, health and environmental standards and with all related local regulations; employing continuous improvement techniques to work toward minimizing/eliminating health, safety and environmental risks to staff, clients and contractors as well as to premises and assets.
  • At project completion, ensure the project teams close all vendor accounts (Invoicing), prepare and issue final cost reports and assets registers are completed within approved Key Performance Indicators (KPIs) time frames.
  • Ensure the project teams work with the regional PMO to collate and save all required project compliance documents, certificates, and reports within RES databases as per RES policy.
  • Liaising with and supporting, where applicable, other RES functions to ensure effective project delivery and customer service.
  • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency.

As a successful candidate, you’d ideally have the following skills and exposure:

Qualifications:

  • 6-10 years relevant experience in delivering projects as a Project Manager or Project Director (PD)
  • Experience in Delivering projects as a PM or PD across APAC
  • Proficient in Microsoft Office with an emphasis on Microsoft Excel, PowerPoint, Teams and Microsoft Project.
  • Self-motivated and detail oriented
  • Proactive leadership and motivational skills
  • Consistently demonstrates clear and concise written and verbal communication skills
  • Proven Stakeholder management skills


Education:

  • Bachelor’s/University degree, Master’s degree preferred
