CRA Strategy & Enterprise Support Team

The Community Reinvestment Act (CRA) Strategy & Enterprise Support team sits within Community Investing & Development (CID) in Enterprise Services and Public Affairs (ESPA).  The team provides high quality exam support and regulatory filings as well as strategic and advisory support for the Firm on opportunities to meet and exceed our Community Reinvestment and Financial Inclusion objectives through the following activities:

  • Leveraging external partnerships and research to assist the lines of business in understanding community needs and advising on products, services and delivery channels to meet those needs;

  • Aggregating data and providing analytics and insights to inform internal stakeholders on community reinvestment performance and areas for improvement, as well as assisting in responding to external constituents on Citi’s CRA and Financial Inclusion performance and community strategy;

  • Convening key internal stakeholders to best leverage Citi’s balance sheet to meet community reinvestment objectives across the firm;

  • Bringing subject matter expertise and serving as trusted partners to CID and the lines of business in maximizing CRA credit for their community reinvestment activities;

  • Fostering strong, transparent relationships with our regulators; and

  • Leveraging technology to most effectively and efficiently manage Citi’s regulatory reporting and exam management responsibilities and controls obligations.

Position Overview

The CRA Data Analyst reports to the Group Manager of the CRA Data Analytics team. The CRA Data Analytics team establishes CRA guidelines and collaborates with CRA-contributing businesses and functions to meet community development objectives. To achieve these objectives, the team monitors year-to-date and exam period CRA performance through standard Scorecards and ad-hoc consultative projects with internal businesses.

This position will be accountable for monitoring the Firm’s CRA performance across 32 geographic markets and advising various Citi businesses/functions on how to reach their respective community development goals. This role requires broad quantitative competencies and strong business acumen to comply with operational and strategic priorities, as well as excellent communication skills to liaise with internal and external partners, including senior management.

This position will require partnering with other internal groups within the CRA Strategy & Enterprise Support group to strengthen the Firm’s CRA Examination management, governance and communications processes, and its risk and controls framework. As such, this role requires a comprehensive understanding of multiple facets of the CRA Strategy & Enterprise Support mandate and how they interact to achieve the objectives of the function. A successful candidate will have a passion for community reinvestment and financial empowerment, as well as a curiosity for using data in new ways to best illustrate the Firm’s CRA commitment.


Responsibilities:

  • Develops the Firm’s comprehensive CRA performance monitoring framework to achieve “Outstanding” CRA results.

  • Monitors the Bank’s CRA performance versus established targets. Works with the CRA Strategy & Exam Management team and CRA-contributing lines of business in developing strategies to address shortfalls while ensuring business accountability for CRA obligations.

  • Partners closely with CRA-contributing lines of business to ensure they understand CRA requirements, including business-specific targets. Ensures the correct type and level of data analytics support for key business forums and to support communication with key internal and external stakeholders.

  • Serves as a subject matter expert for strategic CRA data analysis, identifies insights and implications, and makes strategic recommendations. Develops data visualizations that clearly communicate complex analysis, including the production and refinement of a monthly CRA performance report (“Scorecard”).

  • Analyzes data to comply with CRA requirements, such as assessment area delineation; annual target setting; CRA Public File submission; and review of the Bank’s deposits, assets, branches, and lending trends.

  • Conducts peer bank analyses to gauge industry trends across competitor institutions. Reviews peer banks’ CRA Performance Evaluations to identify best practices and ascertain regulator evaluation procedures.

  • Spearheads the preparation and execution of CRA Examination materials and analyses. Liaises with the prudential regulator to finetune analysis methodologies to align with regulator procedures and expectations.

  • Builds a culture of continuous product improvement and innovation based on business needs and prioritizes changes in analytics and supporting technologies accordingly.

  • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards.


Qualifications:

  • 5+ years of experience working with various data analytics teams.

  • Excellent oral and written communication skills; must be articulate and persuasive with the judgement and authority to provide insightful commentary to senior stakeholders.

  • Demonstrated ability to collaborate with and lead others (both directly and through influence) to achieve business objectives.

  • Must have analytical inquisitiveness, ability to manage multiple projects concurrently, and function well under tight timelines and pressure.

  • Demonstrated analytical skills and experience; ability to think strategically and ‘connect the dots’, yet be detail-oriented.

  • Knowledge of the Community Reinvestment Act (CRA), Home Mortgage Disclosure Act (HMDA) and other impacting regulations is a plus.

  • High proficiency in MS office (Excel, Word, PowerPoint).

  • Experience with CRA Wiz suite of products, Tableau, and ArcGIS is a plus.

  • Understanding of CRA-contributing businesses and product sets (Mortgage, Small Business, Cards, Branch Banking, Citi Community Capital, Community Investing & Development). Ability to quickly learn new concepts and pick up business knowledge.

  • Detailed understanding of latest data technologies and solutions and how to leverage them to help solve for next generation business needs.


Education:

Bachelor’s/University degree or equivalent experience; Master’s degree is a plus.
