Responsibilities

Balance Sheet FP&A is a function recently created within FP&A as part of the firmwide effort to centralize finance functions supporting businesses, standardize and streamline processes and enhance the coordination of strategic decisions impacting firmwide resources. In particular, Balance sheet FP&A is responsible to produce Balance sheet / NII forecasts across all firmwide forecasting exercises (QMMF, CCAR, Plan, Outlook) and which supports Balance sheet management and strategy through the design and implementation of consistent analytical frameworks (e.g., variance analysis, drivers’ attribution, resources costing etc.). The responsibility of the group in forecasting exercises goes from coordination of guidance (capital, liquidity, duration) to production of the forecasts and review & challenge with senior management. In addition to forecasting, Balance Sheet FP&A produces business-centric reports on actuals, assisting business decision-making with independent challenge and innovative analytics on balances trend, pricing, cost of resources, bringing such analytics to firmwide strategic forums (e.g. Deposits Forum, Balance Sheet Club)

Within Balance Sheet FP&A, Treasury Finance is responsible for the production and explanation of financial forecasts and actuals of Treasury as a managed segment and the production of insightful analytics to support decision making on funding levers and investments choices. The Treasury Finance organization also supports the transformation of Treasury forecasting platform to enhance the efficiency of the Firm’s forecasting process, making it more intuitive and integrated within the strategic management and deployment of Firm’s scarce resources (liquidity, capital and interest rates risk). As part of the broader firmwide reorganization, and the centralization of Balance sheet forecasting and management decisions, the Treasury Finance team is now also expected to support the Treasurer in his/her mandate to manage Balance Sheet resources efficiently, a mandate that goes above and beyond the sole management of the Treasury Balance sheet, revenues and financial performance. Finally, Treasury Finance is also responsible to support the Treasury LFO and Citi Firmwide Treasurer to manage Treasury budget, including headcount management, third party vendor expenses and Treasury’s human capital.  

Ideal candidate will possess the ability to work with multiple finance teams (FP&A, Treasury, Strategy) and synthesize complex issues into simple workstreams. A successful candidate will demonstrate his/ her ability to work autonomously, organizing one's work toward successful completion of clearly defined milestones he/she will have contributed to identify and syndicate. The combination of both strong communication skills, data management experience and technical competency in data analytics, process improvements and optimization techniques is required for the role. The role will report to the Treasury LFO and will interact daily with the Treasury leadership team to help them manage their budget, incorporate their activities into a more efficient balance sheet forecasting and management production process. In addition to that, the role will interact regularly with Citi Firmwide Treasurer and the Chief Investment Officer to provide insights into Treasury financial performance and opportunities to enhance Treasury return profile.

Key Responsibilities

  • Support Firmwide Citi Treasurer in all aspects of financial management of Treasury including Earnings, forecasting and strategic decision making – the Treasury Finance Lead will be Citi’s Treasurer first point of contact for the management of Treasury Revenues and Expenses as a line of business
  • Participate in senior forums (e.g., SGG / BEC / BRCC / CPMC / FTPC) representing Treasury, Treasury LFO and Treasurer

Revenues

  • Lead of team of ~20 finance and business analysts professionals to produce reports and forecasts of Treasury financial performance across Investment portfolio, funding activities and transfer pricing activities
  • Support Citi Treasury Investment (CTI) Office to analyze markets opportunities given Firmwide resources deployment opportunities and costs of resources – assist CTI portfolio and funding strategic decision making (e.g. debt and capital strategy, duration management strategy)
  • Assist CTI in the design of robust benchmarking tools and support Citi Firmwide Treasurer in the assessment of Treasury strategy financial performance (e.g. duration, credit, convexity, funding)
  • Help streamline execution of short-term tactical funding actions (including intercompany funding deployment) and further integrate Treasury short term financial forecasts into broader Balance sheet dynamics observation, including partnering with Business Treasury and Loans and Deposits FP&A for the design of a holistic funding and capital engagement model
  • Partner with Balance sheet management and FTP methodology team to design FTP methodologies (ITP, LP, Capital, Tax) reflecting true marginal and average costs of Citi’s balance sheet resources consumption

Transformation and Risk & Control

  • Given the focus on enhanced coordination between Treasury and Business activities post reorganization, the Treasury Finance team is expected to lead the integration of Treasury forecasting activities within the Firmwide forecasting processes. These efforts require a solid understanding of all Treasury risk stripes (Capital, Liquidity, Interest Rate Risk) and currently include (not limited to):
    • the design and reengineering of funding and liquidity forecasting activities in the existing process
    • the automation and alignment of Transfer pricing forecasting methodologies with actual process
    • the design of reinvestment forecasting methodologies in alignment with actual and ALCO policies
  • Support the selection of target state technology solutions to reengineer legacy reporting and forecasting methodologies
  • Adhere to Forecasting Governance and Procedures – in particular, identify, document and lead remediation of gaps in forecasting procedures both in Treasury and in other businesses interfacing with Treasury (e.g. TP, asset allocation etc.)

Expenses

  • Coordinate with Treasury stakeholders, Corporate FP&A, Finance COO, HR, Talent Acquisition and other Finance functions to ensure alignment on strategy, objectives and firm priorities to successfully plan and deliver the Budget
  • Provide analytical and advisory support on Treasury Expense management globally across Treasury stakeholders
  • Support strategic organizational optimization initiatives
  • Advocate Treasury’s resourcing needs, coordinate / support hiring efforts and role prioritization
  • Provide reporting and analytical support on headcount, progress of hiring, organizational pyramid, new joiners, open roles
  • Manage accruals for third party engagements and consulting spend

Experience & Qualifications

  • 15+ years of experience working in the finance industry, preferably working in a Finance function (FP&A / Treasury / ALM) – accounting or controller experience preferred but not required
  • Managerial Experience of a team of 5+ finance professional / quantitative business analysts required
  • Solid understanding of Treasury risk stripes (liquidity, capital, interest risk) - good intuition bank portfolio strategy (duration, convexity, credit)
  • Experience in technology platform design and process reengineering
  • Proficiency in object-oriented language programming (e.g., Python, Java, C#), mathematical scripting languages (e.g., R, Matlab, Mathematica) and database management systems (e.g., MySQL) a strong plus
  • Need to be able to interact with core functional developers to support reengineering of technology and processes
  • Minimum Bachelor’s degree in a quantitative-focused discipline from a top tier school; Masters or other relevant advanced qualification would be a plus
  • Excellent communication skills, oral and written, with the ability to interface directly with a wide variety of counterparts across functions / seniority
  • Strong Influencing skills with the ability to mediate discussions and draw consensus
  • Expert in the use of Excel, PowerPoint
  • Strong problem-solving skills with an ability to rapidly assimilate complex information across a variety of disciplines
  • Demonstrated ability to work effectively across business units / functions to deliver results
  • High energy, self-starter with a flexible and pragmatic attitude and a desire to show continued progress
