The Data Regulatory Advisory & Management team within the Enterprise Data Office’s (EDO) Business Enablement and Data Governance group leads messaging on Citi’s Consent Order commitments, and progress against them, to regulators, senior management, and Board.  This includes leadership on significant regulatory correspondence; Consent Order Quarterly Progress Reporting; agenda-setting and content development for data-related regulatory reporting and meetings (both routine and rapid response); content development for EDO’s contributions to Board meetings; regulatory examination support; and strategic advice on data governance, progress measurement, and Consent Order and MRA compliance.  In addition, the team provides thought leadership on addressing action items and proactively works across the EDO organization to address execution risks and implement solutions to address senior leaders’ questions, concerns and direction.

The Data Regulatory Advisory & Management Lead reports to the Head of Data Regulatory Advisory & Management and plays a critical role in leading and messaging Citi’s data transformation, a multi-year effort to embed a data governance discipline and culture that values information to support Citi’s business strategies and is focused on improving data quality to fuel opportunity, innovation, and business value. Excellent communication skills required in order to negotiate internally, often at a senior level. This position partners with stakeholders in Citi’s, business, function and technology teams to develop the vision and messaging to articulate the ongoing risk reduction and progress toward target state, through various channels and forums, for a wide variety of stakeholders, including senior leadership and regulators.


Responsibilities:

  • Ownership of high-quality communications to regulators, senior management and Board of Directors to drive visibility of key issues and progress, particularly risks to meeting the plan’s commitments.

  • Build relationships within the EDO and beyond to develop “fingers on the pulse” of Data achievements and risks and a strong sense of management and regulatory expectations.  Align messaging across various channels for consistency of messaging and progress reporting.

  • Liaise with business/functions, regional partners, Transformation Office, and metrics team to understand and align Data Governance, and/or Data Risk and Control related work

  • Full management responsibility for a team, including management of people, to include performance evaluation, compensation, hiring, disciplinary actions and terminations and budget approval 

  • Monitor and communicate progress on plan, anticipating risks and issues, and breaking down barriers to success.

Skills and Qualifications:

  • A strong point of view on “what good looks like” in regulatory and executive communications and the ability to drive quality outputs with cross-functional stakeholders.

  • Superlative executive communication skills with an ability to generate crisp, clear messaging at multiple levels of complexity for different audiences.

  • The ability to partner and influence at a very senior business level ensuring shared ownership of the Firm’s overall data strategy and plan execution.

  • Strong understanding of the overall regulatory environment and previous experience working with regulators.

  • Ability to understand and operate successfully in a complex, heavily matrixed corporate environment.

  • Sense of urgency, passion for results and personal accountability for achievement.

  • 10+ years relevant experience in Banking, Financial Services, with managerial (or project management) experience leading cross-functional teams

  • Promotes a culture of collegiality, collaboration and teamwork across organizations; and demonstrates effective work relationships with business and global function colleagues.  Able to give and receive challenge respectfully and productively, and work as a partner with Second and Third Lines of Defense.

  • Leadership experience in enterprise-wide or cross-functional role.

  • Experience creating and being a champion for a positive risk culture that supports sustainable business growth through transparent engagement, a partnership approach, and a no-tolerance approach for behavior that exposes the organization to an inappropriate amount of risk

Education:

  • Bachelor's/University degree, Master's degree preferred

Responsibilities:

  • Liaise with business/function/regional partners to understand and align Data Governance, and/or Data Risk and Control related work

  • Manage and lead Data Governance, and/or Data Risk and Control, policy, practices, and standards including industry best practices

  • Drive progress, and provide guidance for adherence and continued development of enterprise-wide guiding policies, practices and standards

  • Develop materials to effectively and concisely articulate progress on the Data Governance strategy and/or Data Risk and Control framework for senior leadership and regulatory updates

  • Liaise with metrics team to articulate clear requirements for objective measures necessary to support Data Governance storylines with key stakeholders

Qualifications:

  • 15+ years relevant experience in Banking, Financial Services, with 8-10+ years' managerial experience leading cross-functional teams

  • Strategic mindset, with ability to foresee future possibilities and translate them into breakthrough strategies

  • Communicates effectively, develops and delivers multi-mode communications that convey a clear understanding of the unique needs of different audiences; able to drive consensus, and influence relationships at all levels

  • Can effectively lead change in an organization with Citigroup’s size, scale and complexity; Experience leveraging the processes and principles of change management to drive organizational change, defining change criteria, providing support and education, managing resistance, and measuring outcomes

  • Manage through ambiguity by making sense of complex, high quantity and sometimes contradictory information to effectively solve problems

  • Promotes a culture of collaboration and teamwork across organizations; and demonstrates effective work relationships with business and global function colleagues

  • Experience creating and executing against frameworks that improve the quality and value of data to meet regulatory commitments and enhance risk management. Experience leveraging glossary, lineage, and data quality tools to drive governance

  • Experience creating and being a champion for a positive risk culture that supports sustainable business growth through transparent engagement, a partnership approach, and a no-tolerance approach for behavior that exposes the organization to an inappropriate amount of risk

  • Understanding of the overall regulatory environment and previous experience working with regulators on data plan execution, preferred

  • Working knowledge of Citi’s Data Operating Model

Primary Location Full Time Salary Range:

$170,000.00 - $300,000.00
