Citi’s Functions Technology is responsible for delivering Technology solutions to Citi's Functions organizations.  Functions Technology mission is to optimize Citi's Technology environment by delivering world class applications, driving standardization of the production environment, reducing complexity, optimizing management of systems supporting global functions such as Compliance, Controls, Internal Audit and Risk, and introducing innovative technologies that provide new business capabilities, reduce the technology total cost of ownership, and create a competitive advantage for Citi.

The Global Head of Data Strategy for surveillance technology role is to deliver common, secure, consistent and state of the art data capabilities across ICRM in conjunction with the broader ICG and GFT Data Strategy. This role will focus on data sourcing and data controls including quality and comprehensiveness. This includes building a reusable data-sourcing framework for quicker onboarding of data, strengthening the existing data quality program, timely identification of data quality issues, and extending data comprehensiveness controls to identify any control breaks in surveillance. The role will lead and represent Compliance Technology on the OCEAN to Olympus migration. This role reports to the Global Head of Surveillance Technology and will manage the strategic architecture and transformation of data and related approaches, tools and technologies within the Trade surveillance portfolios.

The candidate is expected to manage a global team of 60+ employees and contractors, and a technology platform that fulfills the trade surveillance and supervision needs of the compliance department globally for the Markets. This is the Firm's "second line of defense" with respect to its trading, brokerage, and the securities businesses: it involves combining trade data, metadata, and reference information from all platforms globally, generating alerts based on complicated and sometimes nonlinear logic, and providing a graphical interface for Compliance analysts and managers to conduct reviews and address

Responsibilities:

  • Take the lead on the design, implementation, and successful delivery of large-scale or significantly difficult software solutions that have a long-term impact on a product, technology or architecture.

  • Design approaches and the code you personally contribute is noteworthy in some way (e.g., a significant refactor that simplifies or improves architectural quality, enables us to maintain a competitive advantage, offers significant extensibility, performance, scalability, or has organization-wide operational excellence impact). Identify and tackle intrinsically hard problems. (e.g., highly complex, ambiguous, undefined, with less existing structure, or having significant business or security risk or potential for significant impact).

  • Deliver artifacts that set the standard within your organization for engineering excellence, from designs to algorithms to implementations. Your personal code submissions and reviews of other people’s code are instructive and make the overall code corpus better.

  • Lead and actively participate in design reviews, aligning teams across your organization towards coherent architectural strategies. You bring clarity to complexity, probe assumptions, illuminate pitfalls, and foster shared understanding.

  • You are a pragmatic problem solver, applying judgment and experience to balance trade-offs between competing interests. You are flexible, adapting your approach to meet the needs of the team, project, and product.

  • Actively recruit as well as participate in the hiring/interview process.

  • Play a significant role in the career development of others, actively mentoring and educating the larger SDE community on trends, technologies, and best practices.

  • Keep abreast of industry trends. You effectively research and benchmark our technology against other competing software in the industry. You understand that many problems are not essentially new.

  • Contribute to intellectual property (e.g., invent, submit patents, etc.)

  • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards.

Qualifications:

  • •    10+ years of experience in the Financial services industry, specifically Capital Markets, including understanding of business lines, products, life cycle of trades, positions, and reference data.
    •    10+ years of experience in data sourcing in a complex environment and transforming Traditional Data Warehousing approaches to Big Data and Stream Data based approaches in large organizations with a proven track record of managing risks and data security
    •    Experience in building a Data Quality framework and successfully demonstrating improvement in data quality over time
    •    Experience in working with to achieve Data Comprehensiveness (eg., all data is consumed)
    •    High levels of creativity and a genuine affinity for out-of-the-box  problem solving
    •    Strong DB skills with SQL and NoSQL databases
    •    Demonstrated ability to assess complex issues through root cause analysis and other analytical techniques, structure potential solutions, and drive to resolution with senior stakeholder
    •    Ability to influence and lead people across cultures at a senior level using sound judgment and successful execution, understanding how to operate effectively across diverse businesses
    •    Staff / Resource Management and People skills as well as technical problem solving skills to navigate issues
    •    Ability to operate in a Global Matrix environment.  Resilient, able to adapt to change and implement changes rapidly; always seeking continuous innovation and improvement
    •    Executive presence and a reputation for building strong relationships with stakeholders and leading teams, both direct reports and in peer/influence models

Education:

  • Bachelor’s/University degree, Master’s degree preferred

Primary Location Full Time Salary Range:

$170,000.00 - $300,000.00
