CRA Strategy & Enterprise Support Team


The Community Reinvestment Act (CRA) Strategy & Enterprise Support team sits within Community Investing & Development (CID) in Enterprise Services and Public Affairs (ESPA).  The team provides high quality exam support and regulatory filings as well as strategic and advisory support for the Firm on opportunities to meet and exceed our Community Reinvestment and Financial Inclusion objectives through the following activities:

  • Leveraging external partnerships and research to assist the lines of business in understanding community needs and advising on products, services and delivery channels to meet those needs;
  • Aggregating data and providing analytics and insights to inform internal stakeholders on community reinvestment performance and areas for improvement, as well as assisting in responding to external constituents on Citi’s CRA and Financial Inclusion performance and community strategy;
  • Convening key internal stakeholders to best leverage Citi’s balance sheet to meet community reinvestment objectives across the firm;
  • Bringing subject matter expertise and serving as trusted partners to CID and the lines of business in maximizing CRA credit for their community reinvestment activities;
  • Fostering strong, transparent relationships with our regulators; and 
  • Leveraging technology to most effectively and efficiently manage Citi’s regulatory reporting and exam management responsibilities and controls obligations.


Position Overview


The CRA Governance & Communications Analyst reports to the Group Manager of the CRA Governance & Communications (G&C) team. The CRA G&C team centers on ensuring a strong governance framework for Citi’s CRA program, while also enhancing how the Bank communicates its CRA impact, priorities, and performance both internally and externally.


This role offers a unique opportunity to influence how we deliver on our CRA commitments through thoughtful governance and impactful communication. The CRA G&C Analyst will (1) support governance processes to ensure the CRA Program operates with integrity, transparency, and accountability, ultimately contributing to its long-term success and sustainability and (2) support transparency and engagement by making CRA efforts more visible, consistent, and impactful in how they're communicated to a variety of audiences.


The ideal candidate combines an understanding of CRA regulatory requirements with governance best practices and has the ability to synthesize complex information into clear messaging and reporting.


This role requires excellent communication skills to liaise with various CRA stakeholders. This role will also require partnering with other internal groups within the CRA Strategy & Enterprise Support to strengthen the Firm’s governance and communications processes, CRA exam management, data analytics, and its risk and controls framework. As such, this role requires a comprehensive understanding of multiple areas within the CRA Strategy & Enterprise Support mandate and how they interact to achieve the objectives of the function. A successful candidate will have a passion for community reinvestment and financial empowerment, as well as a curiosity for using communications in new ways to best illustrate the Firm’s CRA commitment.

Responsibilities:

  • Assist with the development of CRA materials for key leadership presentations and materials
  • Support the coordination of CRA Committee and working group meetings, including agenda planning, materials preparations, and follow-up actions
  • Manage key regulatory requirements that contribute to promoting transparency, including maintenance of the CRA Public File and CRA Sunshine reporting
  • Assist in the development and dissemination of the enterprise-wide CRA Training, including partnering with third party vendors
  • Assist in the preparations of CRA communications in response to requests from Responsible Banking Ordinances, regulators, industry trades, and advocacy groups
  • Support the management of CRA team protocols and infrastructure, including development of monthly group meeting agenda and materials
  • Collaborate with Community Relations and Stakeholder Engagement teams to enhance CRA innovation case studies and amplify CRA impact communications
  • Assess community impact of proposed branch strategy, including openings, closings, and relocations.
  • Assist with ongoing research of CRA-related policy issues
  • Lead the development of the annual CRA operating plan that aligns team activities with CRA program priorities

Qualifications:

  • 3+ years of relevant experience in CRA, regulatory compliance, risk governance, banking product or a similar analytical and communications-focused role
  • Strong written and verbal communication and presentation skills, including ability to convey complex regulatory or program information clearly; astuteness in assessing appropriate content and tone for relevant audience
  • Proactive and highly motivated with the ability to multi-task productively and to work independently as well as collaboratively
  • Excellent organizational, follow-up and time management skills
  • Capacity to confidently solve problems by being resourceful, consulting with others as appropriate, and considering alternatives
  • Demonstrated ability to collaborate with and lead others (both directly and through influence) to achieve business objectives
  • Ability to work under pressure, manage concurrent responsibilities, and prioritize according to shifting and sometimes accelerated deadlines
  • Ability to quickly learn new concepts and pick up business knowledge
  • Knowledge of the Community Reinvestment Act (CRA), the Home Mortgage Disclosure Act (HMDA) and other impacting regulations and/or knowledge of impacted lines of business/products is a plus
  • High proficiency in MS office (Excel, Word, PowerPoint)

Primary Location Full Time Salary Range:

$98,960.00 - $148,440.00
