This is a senior operational leadership role responsible for accurate and timely funding projections and requirements for our broker/dealer entities across Asia Pacific. The overall objective is to manage the daily operations for our Cash Management team, consisting of multiple teams, across Finance, Treasury, Operations and Markets business performing related tasks.

This role also encompasses senior-level oversight of large payments control, ensuring timely and robust management of significant outgoing payments. This includes contributing to the development of strategies for risk reduction in payments and funds movement, collaborating with various teams and regions.

Key Responsibilities:

Cash Management Operations:

  • Spearhead the adoption of the strategic target operating model for cash management across the APAC region, ensuring global consistency in processing and collaborating with regional counterparts to implement best practices.
  • Oversee the seamless integration of new and existing commercial businesses into the Cash Management framework, adapting to evolving regulatory landscapes and driving system and process improvements through technology partnerships.
  • Manage and monitor daily cash management transactions, ensuring optimal liquidity for all broker/dealer entities in the Asia region. Prepare accurate cash flow projections and proactively identify and mitigate potential risks.
  • Foster strong relationships with key stakeholders in Treasury, business units, and Risk, anticipating their needs and facilitating opportunities to optimize firm funding. Coordinate large cash flow settlements with Treasury and Custody, ensuring seamless execution.
  • Maintain full operational readiness and support for the LAPC program across all teams. Own the wire monitoring process and champion efforts to reduce intraday liquidity usage across agent bank accounts.
  • Platform Evolution & Regulatory Compliance: Drive the strategic evolution of the global Cash Management Platform (GCMS), ensuring its alignment with business needs and technological advancements. Embed a robust control and compliance culture within the team, analyzing and implementing relevant regulations in all processes.
  • Cultivate a high-performing team environment by providing coaching, guidance, and professional development opportunities to team members. Foster a culture of collaboration, innovation, and continuous improvement.

LAPC Payments Liquidity / Movement of Funds Program:

  • Maintain senior approval responsibility for Large Payments Control, ensuring robust and timely control mechanisms for large outgoing payments. Contribute to the development and implementation of a comprehensive risk reduction strategy for payments and funds movement, incorporating both regional and functional perspectives.
  • Partner with and support the Payments Governance and Control Framework within Markets Operations, providing input into global Operating Committee decision-making processes.
  • Oversee the Markets Ops LAPC BAU support team, ensuring accurate data provision and analysis for payment-related activities. Drive the identification and documentation of new or amended product payment flows, maintaining robust processes and procedures for daily payments dispositions.
  • Continuously review and analyze the existing suite of controls, recommending changes to enhance the risk profile across the organization and its products. Champion the standardization of controls across regions and identify opportunities for harmonization across teams.
  • Advocate for and contribute to the development and implementation of operating model changes that promote digitization and a robust control environment. Drive the delivery of strategic platform re-engineering initiatives, focusing on standardization, industrialization, and the reduction of manual touchpoints.
  • Support initiatives aimed at continuously improving Straight Through Processing (STP) rates, enhancing operational efficiency and reducing manual intervention.

Additional Responsibilities:

  • Provide expert Risk/Business Analyst and Project Management support for global projects related to payments and funds movement. Focus on identifying and documenting regional activities, assessing control environments, and prioritizing improvements based on risk.
  • Determine the impact of SOX and MCA (Manager Control Assessment) activities on payment and funds movement processes. Implement necessary updates and conduct root cause analyses of payment-related operational risk events, proposing solutions and addressing any remaining gaps.
  • Support Operations Subject Matter Experts in defining key business requirements for identifying and documenting crucial data elements within payment and funds movement flows. Contribute to the development of rule-based controls for managing large and unusual payments.
  • Cultivate and maintain strong relationships with business and technology stakeholders, actively participating in working groups, steering committees, and workshops to ensure alignment and collaboration.

Qualifications and Skills:

  • Bachelor's degree required, Master's degree preferred. Minimum 10 years of experience in the financial industry, with a strong background in handling operational activities, particularly in cash securities, cash flow management, and fund transfer.
  • Deep understanding of foreign exchange operations and exchange regulations in Asia markets. Comprehensive knowledge of Citi policies, Compliance requirements, and other relevant regulations.
  • Proven ability to lead and motivate a diverse and dynamic team, fostering a culture of collaboration, high performance, and continuous improvement.
  • Excellent written and verbal English language skills. Exceptional communication and stakeholder management skills, with the ability to effectively convey complex information to diverse audiences and facilitate productive discussions.
  • Strong analytical and problem-solving skills, with the ability to identify root causes, develop creative solutions, and clearly document findings and recommendations.
  • Advanced proficiency in Microsoft Excel, PowerPoint, and process mapping tools.
  • 10 years of experience as a Risk-focused Business Analyst/Program Manager within the Financial Services/Investment Banking industry. Strong knowledge of Markets Operations businesses and functions is essential. Familiarity with payments/movement of funds workflows and controls is highly beneficial.
