Team/Role Overview

The Markets Program Execution and Transformation team (“MPET”) works with all Markets businesses and Citi functions, including Legal, Compliance, Finance, Risk, Operations and Technology to identify, mobilize and execute responses to regulatory and cross-business transformational projects. The primary mission of the team is to design and implement integrated solutions and sustainable capabilities in the most efficient and effective way for Markets and its clients. 

Examples of major programs Program Execution and Transformation currently (or recently) manage include: Brexit; Dodd-Frank Title VII; EMIR/Re-Fit; FRTB; IBOR Transition; Markets Conduct Risk; MiFID / MiFIR; Resolution Stay Rules; Volcker / Volcker 2.0 and multiple specific APAC/EMEA/NAM Regulations. As a member of the Markets Program Execution and Transformation team, the successful candidate will engage with the Markets Compliance Risk team (Tier 1 Reg Leads) to track new and upcoming legislation, guidance, Q&As and supervisory concerns that may affect an existing Tier 1 Regs book of work across the respective Citi franchise (all impacted business units) or give rise to a new programme.

As an AVP, you will engage with key stakeholders within Citi, including ICRM and Legal, as well as use external resources, such as CUBE (regulatory news feed), law firms, industry groups and consulting firms, in order to map upcoming regulatory changes. The applicant will be expected to produce regular weekly updates to key stakeholders within MPET, Compliance Risk and impacted business units on upcoming regulatory change and also deliver oral and written presentations and updates to wider groups – both within MPET, Compliance Risk and outside. They will also be expected to maintain a database of resources, and remain available to engage with interested stakeholders on doing deeper dives into new updates.

The existing Tier 1 (Cross franchise) Regulation currently in scope consists of the following, noting this is subject to periodic reviews:

  • Affiliate Transactions – Reg W (NAM)
  • Benchmark Regulation (EMEA)
  • European Market Infrastructure Regulation (EMIR) (EMEA)
  • Margin and Capital requirements for covered Swap Entities (NAM)
  • Market Abuse Regulation (MAR) (EMEA)
  • Markets in Financial Instruments Regulation (MiFIR) (EMEA)
  • Prohibition on use of Manipulative or Deceptive Practices (NAM)
  • US Broker Dealer Registration (NAM)
  • Volker Rule (NAM)

What you’ll do

  • Effective communication with key stakeholders to the program / project (Tier 1 Regulation), including obtaining buy-in for business process and infrastructure changes
  • Production and distribution of weekly reports to highlight key changes to the Tier 1 Regulations listed, in accordance with existing templates.
  • Updates to the Master tracker to reflect ‘hand-shake’ with primary stakeholders (‘Acknowledgement of ownership’)
  • Utilisation of CUBE, law firms, industry groups and consulting firms to determine Tier 1 Regulatory changes in scope (‘Horizon scanning’)
  • Provide subject matter expertise for internal queries relating to appropriate Tier 1 Regulation

What we’ll need from you

  • Demonstrable experience of running high impact projects / programs as a consultant, within a legal setting or as part of an internal change group
  • Knowledge and experience of analyzing legislative and regulatory texts, and associated legal analysis.
  • Knowledge of Global Markets trading products including  Fixed Income, Equity, FX, Commodities and Spread Products
  • Understanding of Front Office trading processes across the full trade lifecycle within a large bank/dealer
  • Knowledge and understanding of global regulatory processes – i.e, European Commission, Parliament, Council, UK Consultations, US legislative procedures. Preference will be given to candidates with an LLB, LLM or similar qualification.
  • Strong analytical and problem solving skills, with attention to detail
  • Management and facilitation to achieve objectives, with both local and with remote teams
  • Strong interpersonal, influencing and organizational skills to mobilize and motivate delivery in a co-operative and collaborative working environment across trading and support/infrastructure/control functions
  • Excellent verbal and written communication skills, to effectively produce documentation and communicate with senior management. Ability to seamlessly communicate complex technical issues to non-technical colleagues.
