Sanctioned Assets Blocking Senior Manager
Sanctions Operations is a global cross-functional utility tasked with the execution of related controls outsourced to it by various lines of business within the wider securities services area. Sanctioned assets blocking is a critical component of this framework, whereby Citi identifies, restricts, and reports securities deemed as incompliant with the existing sanctions regimes.
We are currently looking for an experienced professional to join our global family, who will manage timely and accurate execution of the asset blocking process, and:
- Work closely with our 1st line of defense teams in Warsaw, Pune, and Kuala Lumpur to identify the assets on Citi books that may be encompassed by existing sanctions regulations;
- Execute clients’ proactive disclosures of sanctioned assets, so that they are timely and accurately segregated on Citi’s books;
- Cooperate with 2nd line of defense compliance teams to confirm the applicability of such sanctions regulations;
- Coordinate with Custody Operations teams globally to carry out the actions required for appropriate blocking of the earlier identified assets;
- Prepare regulatory reports on the newly blocked assets as well as changes in the balances of already frozen ones (e.g., OFAC’s Annual Report of Blocked Property); monitor, measure, and report on the process’s performance, and effectiveness;
- Lead innovation, coordinate all internal and external process enhancement initiatives and proactively engage functional leadership for tools and resources required to successfully deliver the process;
- Drive the global internal branding of the team and stakeholders’ awareness of the process, its applicability, and risks that it avails – build long lasting professional relations with key stakeholders;
- In the long term, build and manage a global structure of regional execution outfits led by regional managers, ensuring timely and accurate delivery of all the underlying processes, while running point on the major/strategic enhancement initiatives.
Requirements:
- Minimum 6 years of continuous professional experience gathered in an international financial institution, in at least one of the following areas: compliance, AML, KYC, sanctions – in senior SME roles;
- Significant resilience to stress and pressure, ability to work against tight deadlines of conflicting priorities, negotiation skills, superb communication competencies;
- Ability to think outside the box, persistence in seeking new and more optimal solutions, ingenuity in finding sustainable workarounds, ability to learn quickly also through hands-on practice, proactivity and self-starter;
- Technical skills: MS Excel expertise (pivot tables, Power Query), SQL savviness, Tableau (nice to have though not required)
- Excellent command of English (C1/C2);
- Good awareness and understanding of the global geopolitical situation and how it may be influencing the regulatory and compliance fields of international sanctions, appreciation of sanctions risk and its implications.
