The Regulatory & Strategic Delivery (RSD) Team within the Functions Technology organization aims to guide the purposeful evolution of our organization in support of Citi's goal to build a modern, simpler, and more efficient bank. Functions Technology’s mission is to optimize Citi's Technology environment by delivering world class applications, driving standardization of the production environment, and reducing complexity.

The IT Project Senior Manager accomplishes results through the management of projects contributing to the goals and key results of the Regulatory and Strategic Delivery organization, sets and holds standards around which others will operate and requires in-depth understanding of how areas collectively integrate within the function as well as coordinate and contribute to the objectives of the entire function. Communication and diplomacy skills are required to guide, influence, and convince colleagues and partners. The role has responsibility for planning, gaining consensus and execution of RSD initiatives and projects. Areas this role will focus on includes Change Management, SDLC, & Delivery Simplification efforts, senior management reporting requirements, and governance of the Functions Technology book of work through quality control and risk analysis.


Responsibilities:

  • Coordinate and deliver on various projects, including but not limited to Change Management, SDLC, Delivery Simplification efforts, Book of Work Quality and Risk analysis.

  • Perform PMO framework, procedures, and controls reviews including control mapping, gap identification, and remediation

  • Continuous review and upskilling of all new and modified CPMC standards & processes to ensure team adherence to guidelines and education of peers

  • Develops detailed IT work plans, schedules, project estimates, resource plans and status reports.

  • Interfaces with senior project staff and senior management teams regarding status of projects.

  • Recommends and oversees process improvements.

  • Possesses a comprehensive understanding of how own area and others (i.e., Business Execution, HR, Talent & Development) collectively integrate to contribute towards achieving business objectives.

  • Directly impacts the business by influencing strategic functional decisions through advice, counsel or provided services.

  • Provides in-depth and sophisticated analysis with interpretive thinking to define problems and develop innovative solutions.

  • Persuades and influences others through and comprehensive communication and diplomacy skills.

  • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency.


Qualifications:

  • Required –

    • 6-10 years experience in a related technology role and subject matter expert in overall field

    • Experience with DevOps methodologies, processes, and tools

    • Experience working in an Agile environment & with Scrum Master responsibilities

    • Proficiency with project management tools (JIRA, Confluence, SharePoint, Teams, MS Project, etc.)

    • Ability to synthesize large data sets and extract relevant points for further analysis and management review

    • Ability to work autonomously to meet deadlines, work independently, multi-task, and take ownership of projects and change initiatives

    • Demonstrate clear and concise written and verbal communication skills with an aptitude in communicating with senior management.

    • Strategic thinker & proven ability to work concurrent assignments and deliver high quality work within strict deadlines.

    • Strong interpersonal skills to maintain effective, mutually beneficial relationships with members of the global Technology community, OPMO, FPMO, and Risk Partners

    • Quickly grasp and master new requirements and related knowledge

    • Willingness to ask questions, challenge the process, and seek out answers

    • Strong team player with the ability to work as part of a global team

    • Advanced MS Excel experience including ability to manipulate & analyze large datasets (Pivot tables, scripting, etc.)

    • Effective use of MS Word / PowerPoint to manage project documentation and produce effective senior management presentations

    • Bachelor's degree or equivalent experience

  • Desired -

    • Proficiency in LightSpeed Enterprise (LSE), ability to understand application & infrastructure architecture diagrams.

    • Knowledgeable in AI / ML architecture understanding and working with LLM, in CI/CD delivery of applications including tools such as Jenkins, Harness, & Tekton and in ECS (enterprise or elastic contain services; RedHat Openshift) along with application development on ECS

    • Exposure to Tableau and other modern reporting dashboards

    • Financial Services or Banking Technology knowledge

Primary Location Full Time Salary Range:

$113,840.00 - $170,760.00
