Responsibilities
The Program Management Governance Business Unit Lead Analyst is a strategic professional who stays abreast of developments within own field and contributes to directional strategy by considering their application in own job and the business. Recognized authority for an area within the business. Requires basic business awareness. There are typically multiple people within the business that provide the same level of subject matter expertise. Developed communication and diplomacy skills are required in order to guide, influence and convince others, in particular colleagues in other areas and occasional external customers. Significant impact on the area through complex deliverables. Provides advice and counsel related to the business. Work impacts an entire area, which eventually affects the overall performance and effectiveness of the sub-function/job family.
Responsibilities:
- Contributes to and / or creates internal communications.
- Creates and prepares reports, metrics and presentations. Provides expertise in own area and an advanced level of understanding of the principles of the sub function.
- Possesses a comprehensive understanding of how own area and others collectively integrate to contribute towards achieving business objectives. Acts as advisor or coach to new or lower level employees; allocates work. Provides in-depth and sophisticated analysis with interpretive thinking to define problems and develop innovative solutions.
- Directly impacts the business by influencing strategic functional decisions through advice, counsel or provided services. Persuades and influences others through comprehensive communication and diplomacy skills.
- Tracks business unit performance against the business plan and service level agreements; identifies gaps.
- Acts as subject matter expert to new or lower level employees.
- Provides evaluative judgment based on analysis of factual information in complicated and unique situations.
- Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency.
Qualifications:
- 10+ years of experience in a program management planning role.
- Advanced level of experience in Project Management
- Subject matter expert in at least one area of technology planning.
Education:
- Bachelor’s/University degree, Master’s degree preferred
Citi’s Chief Administrative Office (CAO) was established in 2020 to oversee the Company’s project management of large regulatory remediation programs and to lead transformation efforts. The CAO has now been absorbed into a new Chief Operating Office (COO). The COO is at the center of a multi-billion-dollar transformation that will shape the future of the company over the coming years.
The COO Transformation Office Quality Assurance (QA) function ensures that Transformation processes and procedures are followed and consistently applied. The organization leverages the results of QA reviews to assess the quality of the group’s adherence to procedures that govern Transformation processes. The results of the QA process help management to identify operational weaknesses, Transformation risks, training needs, and process deficiencies.
The Transformation Office QA Officer will be responsible for the ongoing execution of assigned QA processes. This role will report to the Transformation Office QA Function Head.
Responsibilities:
Execute Transformation Office QA Procedures for assigned processes.
Under the supervision of the Transformation Office QA Function Head, support the execution of the following:
Consistent and objective QA assessments during the execution of routine and complex QA Reviews (QARs)
Provide effective credible challenge during QARs to accountable parties of the in-scope processes, ensuring that weaknesses in these processes are identified and escalated as appropriate.
Execute/review QA test scripts for the applicable processes.
Assist in the preparation of monthly and quarterly QAR Reports to senior management for the in-scope processes, that communicate and measure results and identify negative trends and potential solutions.
Subsequent follow-up on corrective actions that were raised during QARs.
Assist in the creation of and provide feedback on QA documents/tools.
Support the continuous improvement of Transformation QA policies, procedures, risk assessments and controls to drive effective QA coverage and standards.
Interact with management to ensure that QA protocols are adequate.
Support the Transformation Program Management QA Function Head on internal projects and initiatives.
Qualifications:
10+ years’ experience in Internal Audit, Program & Project management and Assurance
Familiarity with Citi issue management processes beneficial
Experience in executing QA scripts and procedures, reporting observed findings, and continuous improvement.
Strong grasp of program management processes to evaluate findings within a QA process, determine materiality, and partnering with in-line makers and checkers for ongoing improvement, problem detection, and sustainable remediation.
Experience in preparing presentations for management.
Excellent communication skills required.

Bachelor’s/University degree or equivalent experience
