Europe Controls – Switzerland and Monaco Lead

This is an exciting opportunity to be part of a developing team in Citi’s International first line Controls organization.  This team is focused on strengthening our risk and controls environment in our two primary Legal Entities - Citibank Europe Plc, Citigroup Global Markets Europe Ag and 22 Franchises across the Europe cluster.   

Working in close collaboration with Business and Function Controls leads, the International Controls team maintains primary oversight of the state of controls across all Business and Functions operating in a Europe entity or franchise and driving best practices. A core objective for the team is to deliver and implement Citi’s Controls Transformation program.  This program involves the implementation of global consistent, simplified and standardized operational risk processes and tools to drive standardization and common principles across the control lifecycle. 

About the role

This is a Vice President (C13) role with the mandate to monitor and manage control performance and support the execution of global strategic priorities within the wider Europe cluster. The successful candidate will be the Controls point for the Switzerland & Monaco sub-cluster including Hub-Managed-Countries (the Sub-Cluster) and will be responsible for managing the Country Coordinating Committee and continually improving effectiveness in accordance with Global and Europe best practices.

This is a challenging role and the successful candidate will be leading complex projects requiring considerable independent judgment and initiative as well as the use of data analysis, business problem solving skills, attention to detail and strong project management skills. The successful candidate will work closely with senior stakeholders and partners across all three lines of defence.

Responsibilities:

  • Appointed Controls lead for the sub-cluster in support of the Country Coordinating Officer (CCO) driving 1st line risk and controls best practices in accordance with policies, procedures, and standards and representing Controls at relevant Committees and forums.

  • Coordinate and act as secretary for the Sub-Cluster Country Coordinating Committee in close alignment with Europe & global governance models and policy requirements.

  • Manage for the CCO controls and governance sub-cluster-wide exercises as required by local regulations and or policy.

  • Lead and oversee the execution of the Managers Control Assessment (Risk and Control Self-Assessment) program, Controls Transformation delivery in the sub-cluster and executing local controls for International.

  • Supporting the CCO office in executing regulatory change impact assessments and controls uplift requirements on behalf of international, leveraging Compliance applicability assignments.

  • Coordinating new or changed (Controls related) policies, standards and procedures and ensuring on-going compliance leveraging standardised controls.

  • Leveraging group reports/dashboards, produce, interpret and disseminate the monthly sub-cluster State of Controls Report - driving best practices and setting out concerning themes requiring action.

  • Improving CCO Risk & Control scorecard performance by driving accountability, including self-identification of issues, timely and quality resolution of the issues and focus on root cause analysis and remediation.

  • Support the Europe Controls Head to manage and oversee core Controls programs and projects rolled out by global and/or Europe cluster Controls.

  • Lead and or chair working groups in the development and implementation of new risk and controls and represent the sub-cluster on the Europe Controls and MCA Working Group.

  • Maintain a collaborative relationship with 1st, 2nd and 3rd Line of Defence partners and represent Controls performance for 2nd and 3rd line of defence reviews.

  • Support the sub-cluster escalation process in line with escalation policy and driving compliance with global policy and LE specific requirements.

  • Assigned Third Party Risk Management Coordinator for Switzerland & Monaco, managing International Franchise third-party risk management activities and reviews, as well as support completion of CCO third-party risk responsibilities.

  • Maintaining the Switzerland Governance framework document and aligning with global policy and best practices.

  • Draft and coordinate the remediation of Country wide Issues and remediation plans and supporting/executing on these plans relating to controls and or governance activities.

  • Represent the CCO at various country and Legal Entity committees and forums.

Qualifications:

  • 6-10 years’ experience in financial services with a demonstrated understanding of risk and controls.

  • Strong verbal and written communication skills; ability to present ideas to audiences at all levels internally and externally.

  • Ability to manage multiple projects and priorities across teams and work effectively under pressure in a rapidly changing environment

  • Balanced blend of analytical skills, problem solving, and reporting and communication skills

  • Advanced organizational skills including attention to detail, multi-tasking and following up

  • Experience using databases and other tracking tools to enforce global consistency

  • Excellent writing and presentation skills

  • Experience working collaboratively across various areas of the organization and presenting to senior management

Education:

  • Bachelor’s/University degree or equivalent experience
