The WCR Chief Operating Office reports directly to the CRO of Wholesale Credit Risk (“WCR”) and has responsibility for coordinating across all the Wholesale Credit Risk teams to ensure efficient management of multi-disciplinary processes. This includes coordination of regulatory responses, active participation in all the key implementation initiatives affecting wholesale credit, project management oversight, issue management and other critical controls for the independent risk management of Citi's ICG products and clients globally.  

COO partners with 1st, 2nd and 3rd line units to leverage opportunities to improve processes and tools. The organization will continue to build a strong governance culture for WCR Risk and interface globally with regulators to ensure continuity, consistency, and clarity in our interactions.

Wholesale Credit Risk Rating Process Management is a newly created team under the WCR COO organization which will be responsible for development and implementation of an enhanced end-to-end risk rating process for institutional credit portfolios.

Wholesale Risk Rating Documentation Team Lead will be responsible for:

  • Implementation and maintenance of risk rating framework (including but not limited to process maps, operating procedures or desk aids) that clearly articulates roles and responsibilities for Citi’s end-to-end management of obligor risk ratings and identifying risk rating process streamlining opportunities. It will include cooperation with the Wholesale Credit Risk (“WCR”) Policy Office and owners of respective policies and standards as well as subject matter experts from 1st and 2nd Line of Defense as well as cooperation with the owners of Risk Rating Processes, Credit and Obligor Risk Analytics (“CORA”), Institutional Credit Management (“ICM”) and the business.
  • Implementation of the target state governance of risk rating policy, standards and operating procedures for institutional credit portfolios. Leverage the industry standards and best practices.
  • Work with the owners of Risk Rating Processes, CORA and the business to enhance the governance, standardize the documentation and ensure consistency. Develop of monitoring metrics, reporting and escalation.
  • Anchor for connecting risk rating policies, standards and procedures with Model Sponsors and CORA to ensure consistency of risk rating models documentation.
  • Partnering with CORA on transformation of wholesale credit risk rating methodologies and enhancements to internal risk rating framework.
  • Work with risk rating Model Sponsors, CORA and MRM to ensure that model documentation is consistent and meets MRM policies and guidelines.
  • Act as Subject Matter Expert for risk rating models documentation when new models are developed or the existing models are being revised.
  • Comply with internal guidelines in relation to risk rating models in coordination with various stakeholders and stay updated on any changes and additional requirements. When requirements change, partner with sponsors and CORA to implement the new standard. Ensure change is managed with appropriate controls.
  • Develop and implement process of oversight of training materials on wholesale risk  ratings.
  • Prepare and deliver training materials on risk ratings as needed, work closely with stakeholders such as Risk Managers, Business, Institutional Credit Management (“ICM”), Finance, Fundamental Credit Risk and Internal Audit to ensure that the materials reflect their guidance and business needs.
  • Contribute to defining and implementing best practices for the risk rating training materials and guidance documents and ensure transparency and consistency across teams.
  • Change management: along with changes of respective internal or external regulations, ensure consistency of guidance documents and training materials. Ensure change is managed with appropriate controls.
  • Engage with 1st and 2nd Line of Defense (Fundamental Credit Risk and Internal Audit), solicit their feedback in relation to the quality and consistency of risk rating model due diligence.
  • Stay abreast of internal and external factors, as well as industry trends affecting the applicability of models.


  • Subject matter knowledge of Wholesale credit and the general principles of credit risk management should be a part of the individual’s area of expertise. This includes an understanding of the Wholesale credit portfolios and businesses, the risk rating process across businesses and how we assess, manage and monitor risk. 
  • Vision of how to establish, implement and govern an end-to-end process. Experience in drafting policies, procedures, trainings and/or reporting
  • Clear understanding of the implications of other Citi policies and regulatory directives, specifically from the perspective of the development of robust controls and escalation framework for the Wholesale Credit risk rating process.
  • Ability to meet deadlines for product deliverables in a timely, proactive, and entrepreneurial manor.

Qualifications & skills:

  • 10+ years experience in wholesale credit risk management, model risk management, model development and other control functions, experience leading a team preferred.
  • Strong written and verbal communication skills, and ability to discuss technical issues with partners.
  • Strong interpersonal skills and the ability to foster a collaborative environment.


  • Bachelor’s/University degree or equivalent experience, potentially Masters degree.
