The Enterprise Resiliency (ER) organization is comprised of three areas: Citi Business Continuity Management, Operational Resilience, and Resolution and Recovery Planning that exists to ensure that the appropriate safeguards exist for Citi to be able to continue its critical operations in the event of a business disruption or financial market event. The candidate will be responsible for developing and maintaining IT Policy and Standards for Enterprise Resiliency programs (Continuity of Business and Operational Resilience), monitoring and assessing new regulations, providing regulatory interaction support, and ensuring compliance with various Citi Programs and requirements for ER globally

Responsibilities:

  • Support regulatory interaction activities including quarterly updates, exam facilitation support,  response, and corrective action development primarily for the US regulators supporting but including other regulators in primary jurisdictions

  • Review and complete annual regulatory and industry related assessment questionnaires

  • Develop and enhance Policies and Standards

    • Identify updates to existing policy and standards based on new or updated regulations

    • Review and disposition requests to change existing standards

    • Draft proposed changes and update as necessary based on feedback from the various governance forums and stakeholders

    • Complete impact assessment for new and enhanced requirements; ensure all changes are measurable/enforceable prior to formal approval

    • Facilitate sessions to review the changes and obtain necessary approvals

  • Review and Monitor Regulations and Legislation

    • Monitor new regulations impacting CoB and Operational Resilience; perform a gap assessment, document results and associated corrective actions

    • Liaise with Independent Compliance Risk Management (ICRM) as necessary to ensure appropriate controls are defined for these new requirements and reflected in standards

  • Support IT Policy Management processes in the development of ER related Policies and Standards

    • Draft standard presentation materials for the approval channels above and maintain supporting documentation to demonstrate actions taken in line with IT Policy Management Process

    • Perform annual process assessment activities

    • Coordinate IT Policy Council, IT PAG and CIO Council review and approval activities

    • Liaise with Citi Policy Committee and meet pre-vetting and approval requirements

  • Ensure Compliance with various programs within Citi as assigned, including, but not limited to:

    • Records Management program including compliance with regulations related to retention and deletion requirements

    • End User Computing Program

    • Issue Management program including monitoring of related corrective actions and review of the risk exceptions

Qualifications:

  • 6 – 10 years Business and/or Technology Risk Management experience in a comparable Financial Institution of the same size and complexity as Citi with a focus in Business Continuity/Disaster Recovery/Operational Resiliency

  • 5+ years’ experience managing programs or initiatives that included the development of new policies, standards and procedures

  • Excellent verbal and written communication skills; solid influencing, facilitation, negotiation, and partnering skills

  • Strong analytical skills including the ability to see the “big picture”, connect the dots and share insights with senior management 

  • Ability to prepare and present compliance related information for review with various levels of management

  • Ability to manage expectations and maintain key relationships with internal and external clients;

  • Bachelor's degree in a related field; or equivalent work experience
