The COB & CM Group Manager is accountable for management of complex/critical/large professional disciplinary areas. Leads and directs a team of professionals. Requires a comprehensive understanding of multiple areas within a function and how they interact in order to achieve the objectives of the function. Applies in-depth understanding of the business impact of technical contributions. Strong commercial awareness is a necessity. Generally accountable for delivery of a full range of services to one or more businesses/ geographic regions. Excellent communication skills required in order to negotiate internally, often at a senior level. Some external communication may be necessary. Accountable for the end results of an area. Exercises control over resources, policy formulation and planning. Primarily affects a sub-function. Involved in short- to medium-term planning of actions and resources for own area. Full management responsibility of a team or multiple teams, including management of people, budget and planning, to include performance evaluation, compensation, hiring, disciplinary actions and terminations and budget approval.


  • The PBWM CBCM Group Manager works to provide effective governance and highest level of commitment to Citigroup’s CoB program, policies, and standards in our overall CoB Program Administration and Crisis Management.

  • Support COB processes for Private Bank Wealth Management’s  (PBWM) technology disciplines in ASPAC, EMEA, LATAM, Mexico, and North America; and evaluate the PBWM resilience and continuity of service in the design, and transformation adopting the best practices and standards for the Consumer Technology services.

  • Works with PBWM CBCM Director and PBWM Tech team to accomplish yearly objectives and goals.

  • Interface between COB & CM Lead Analyst, PBWM entities, and Sectors addressing COB related issues.

  • Represent PBWM on assigned project work streams.

  • Work with TRC’s to ensure applications are complying with COB testing policies and deadlines.

  • Manage escalation to Level 3 if application deliverables are missed in COB policies/activities.

  • Proactively manages and escalates TRTC objectives unable to meet adequate level of resiliency in each component of the service; ensuring resiliency is provisioned with adequate capacity to support full load component failure and business volumes.  (Volume test, Standard –test or real events/Major incidents)

  • Applies comprehensive expertise in the application architecture at the component level of resiliency and redundancy in order to minimize risk of a single point of failure and tested successfully at the agreed frequency according COB policies. 

  • Oversee COB solutions for GCB applications developed in new technology (Cloud, Robotics, etc.)

  • Participates in COB strategy reviews for Failover (active-active), cold-warm-hot recoveries, local redundancy failover automated and/or supported by a well-documented procedure. 

  • Possesses strong knowledge in the concept of failover/recovery capability from a variety of hardware, software or network malfunctions has been tested and is functioning as expected.

  • Perform liaison activities during audits by regulatory examination agencies, and internal / external audit groups where CoB is involved. This includes liaison / coordination with individual business units involved in any such audits.

  • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards.


  • 10+ years Banking or Financial Services industry experience, Advanced degree

  • Subject matter expertise in Mainframe and Open systems processors; digital and Network software technologies. 

  • Understand the Application recovery capabilities (Hot/Hot; Hot/Warm) supporting the Business.

  • Business knowledge with respective front/backend applications and processing deadlines, consumer business, products, demographics, risks and underlying business processes.

  • Experience with leveraging best practices planning and executing COB tests and controls to ensure technology recovery and user functional test are incorporated.

  • Strong knowledge of IT general controls, Systems Development Life Cycle methodology, industry standards and control frameworks (e.g. COBIT, ITIL, ISO).

  • Strong analytical skills and the ability to drive risk assessment activities end-to-end

  • Project Management

  • Must have strong planning and organizing skills with the ability to work well with both seasoned and inexperienced team members. Must be able to work through cross-departmental/business situations, track performance, communicate expectations, anticipate and recognize problems, and when appropriate, escalate appropriately.

  • Must be able to apply CoB standards to completed and projected projects. Must be able to manage and prioritize responsibilities through the effective use of time management and organizational techniques. Must be able to apply analytical skills to improve performance of all security associated projects.

  • Excellent communication skills required to communicate with all staff levels and when communicating problems, opportunities and concepts to non-technical individuals.

  • Excellent written communication skills are required to document policies, procedures and standards as they apply to security.
