The Financial Books & Records (FB&R) Transformation Initiative has been established under the wider Citi Finance Transformation and comprises three pillars - Accounting, Ledgers and Close, and associated global platforms, processes, and governance. The program includes standardizing and reducing risk across current FB&R processes and establishing the next iteration of ledger strategy to adopt and implement global standard SaaS / Cloud based accounting and ledger platforms (the “strategic ledger”). The outcome will be a robust global process, governance, and controls to ensure consistent and materially accurate, complete, and timely ledger data and results.

The Controller Transformation team, in partnership with Global Functions Technology, selected Oracle Cloud as the technology platform, after a rigorous technical and functional assessment of Citi’s current ledger platforms against leading industry solutions. The new platform provides enhanced technical capability and supports our finance transformation strategy and realization of our Target Operating Model.

The program has established a Citi-wide governance and cross-functional team including Finance, Shared Services, Risk, Business and Technology partners. The scope of the program includes:

  • Centralizing and standardizing accounting into global accounting hubs and sub-ledgers
  • Implementing a standard sub ledger and general ledger for the firm
  • Replacing Citi’s current Operating and Reporting ledgers, including those embedded in bank-in-a-box platforms such as Flexcube
  • Automating and streamlining accounting and ledger processes and controls
  • Addressing source data quality issues impacting ledgers in partnership with enterprise-wide data priorities
  • Aligning contractual and instrument level balances and positions with financial balances

The FB&R Close and Substantiation Senior Vice President will be part of the overall FB&R Initiative.

Key Responsibilities:

  • Owning the definition and execution of FB&R Close and Substantiation strategy and related workstreams including operating model, process, and controls
  • Work with existing FB&R platforms, Close and Substantiation teams to identify key use cases and user stories for integration into defining the Strategic Close & Substantiation for the Oracle platform and advise on the roadmap to decommission legacy platforms, capabilities, and processes.

  • Partner with General Ledger workstream to coordinate alignment of Ledger and Chart of Account design, and enablement of reconciliations and Close & Substantiation processes
  • Partner with Accounting workstream to coordinate alignment of Sub-Ledger Design Strategy, and enablement of reconciliations and Close & Substantiation processes
  • Formulating and setting strategic direction for the process, organization, and architecture for Close & Substantiation
  • Working with Financial Control, Product Control, Valuation Control, Tax and operational stakeholders to identify further transformation opportunities related to closing and substantiating our legal entities and group consolidation.
  • Participate in strategic ledger governance and lead workstream deliverables
  • Manage workstream intra- and inter-dependencies across stakeholder groups including System Integrators
  • Manage workstream level metrics and business cases including risk reduction and efficiency measures
  • Lead workstream communications, prepare and present FB&R updates to senior management forums
  • Partner and coordinate across build, testing, training, and deployment activities of Close and Substantiation and provide inputs to defining the future state service delivery and sustainment model
