Bilingual Operational Risk Management - Tech / Cyber Risk LATAM and Canada- C15 - Hybrid
The Cyber Risk Sr Group Mgr manages multiple teams through other managers. In-depth understanding of how own sub-function contributes to achieving the objectives of the function. A good understanding of the industry, direct competitors' products and services, is also necessary in order to contribute to the commercial objectives of the business. Requires thorough understanding of strategic direction of the function within the relevant part of the business, combined with a solid conceptual/practical grounding in both the function and/or area of expertise and related subject areas. Excellent communication skills required in order to negotiate internally, often at a senior level. Some external communication/negotiation may be necessary. Responsible for executing functional strategy in area managed. Determines approach to implementing functional strategy. Accountable for end results, budgeting, planning, policy formulation and contribution to future strategy of the area(s). Impact reflects size of team managed, strategic influence on the business and interaction with other functions or businesses. Full management responsibility for multiple teams, including management of people, budget and planning, to include duties such as performance evaluation, compensation, hiring, disciplinary actions and terminations and budget approval. May be doing involved or responsible for diverse (cross-discipline) activities. Typically, a direct report to a C16 role and function as an intergral member of the functional leadership team within a country/site location, job family, or line of business.
Excellent communication skills required to negotiate internally, often at a senior level. Developed communication and diplomacy skills are required to guide, influence and convince others, in particular colleagues in other areas and occasional external customers. Accountable for significant direct business results or authoritative advice regarding the operations of the business. Necessitates a degree of responsibility over technical strategy.
The candidate must speak Spanish, Portuguese a plus, and will work closely with Country/ Regional and Global ORM Business Coverage and other SME teams.

Responsibilities:
- Governance and Oversight of technology risk;
- Support in the development of Policy and Standards;
- Oversight of Key Technology Operational Risks and related indicators and thresholds;
- Challenge of business and technology Risk Self-Assessments;
- Challenge of Business technology Scenario Analysis Perform internal and external event reviews specific to ICG businesses in LATAM and Canada
- Independently asses risks and drive actions to address the root causes that persistently lead to operational risk losses by challenging both historical and proposed practices.
- Advise on best practices leveraging expertise and industry insights
- Work with Businesses and control functions in reviewing and challenging new product or service proposals for NPAC review, including evaluating risks, identifying the need for compensating controls, determining health and adequacy of technology platforms to support business requirements, including capacity, resiliency, etc.
- Develops and maintains relationships across the business users and Lines of Defense to better understand and deliver customer requirements by responding to changes in the internal and external business environment
- Appropriately assess risk when business decisions are made, demonstrating consideration for the firm's reputation and safeguarding Citigroup, its clients, and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency.
- Establishes and oversees the application of operational risk policies, technology and tools, and governance processes to create lasting solutions for minimizing losses from failed internal processes, inadequate controls, and emerging risks.
- Understands risk frameworks and leads and oversees the execution and implementation of the frameworks.
- Understands risk management and effectively communicate risk functions to executives.
- Determines and sets the strategic direction and budget of the risk function.
- Interacts with first line teams and forming independent views on risk management.
- Utilizes risk management principles, including identification of risk controls.
- Upholds global regulatory and legal requirements for risk. Understands new risk regulations under development. Uses the requirements to develop policies and standards.
- Manages a staff of risk officers at various levels, with direct accountability for hiring and organizational structure. Has direct oversight for compensation, performance appraisals, staff development, training, etc. Provides input on performance and compensation recommendations for risk officers and utilities that provide risk related services on a matrix basis.
- Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards.
Qualifications:
- 15+ years relevant experience
- Self-motivated and goal-oriented with the ability to seize the initiative, garner consensus and develop and implement an effective strategy. Demonstrates a high level of analytical rigor in formulating strategies, goals and measuring results.
- Sense of urgency in implementing programs and evaluating priorities; decisive, action-oriented and practical.
- Willingness to challenge and question the status quo, making recommendations for options and best solutions.
- Demonstrated strategic thinking skills. Organizationally astute, with influencing, collaboration and communication skills. Personal presence, intellect, energy and drive to succeed in a high-performance environment.
- Able to analyze and think through highly complex issues, but then appropriate execute and implement against a well thought through framework in a seamless manner. A global citizen who is comfortable in all geographies, regions and cultures.

Education:
- Bachelor’s/University degree, Master’s degree preferred and managerial experience
