The Human Capital Risk Officer is a strategic professional who stays abreast of developments within their own field and contributes to directional strategy by considering their application in own job and the business. Recognized technical authority for the Human Capital Risk Management Framework across the firm. Requires basic commercial awareness. There is a small team of individual within HR that provide the same level of subject matter expertise. Developed communication and diplomacy skills are required in order to guide, influence and convince others, in particular colleagues in other areas and occasional external stakeholders. Significant impact on Human Capital Risk Management effectiveness through complex deliverables. Provides advice and counsel related to the technology or operations of HR Risk and Control. Work impacts the entire Human Capital Risk Management area, which eventually affects the overall performance and effectiveness of the HR function.

Responsibilities:

  • Establishes and oversees the application of Human Capital risk policies, technology and tools, and governance processes to create lasting solutions for minimizing losses from failed internal processes, inadequate controls, and emerging risks.

  • Independently assesses risks and drive actions to address the root causes that persistently lead to Human Capital risk losses by challenging both historical and proposed practices.

  • Acts as subject matter expert (SME) to senior stakeholders and /or other team members with respect to the Human Capital Risk Management Framework

  • Resolves transactional level escalations coming from internal partners

  • Analyzes a multitude of Human Capital Key Risk Control Indicators (KRCIs) to better understand changes in the internal and external business environment and mitigate Human Capital risk exposure.

  • Communicates and escalates threshold breaches in KRCIs at the global, Segment and Region level

  • Collects results of analysis by the Businesses of KRCI breaches and action steps to correct breaches

  • Has the ability to operate with a limited level of direct supervision

  • Can exercise independence of judgement and autonomy

  • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency.

Qualifications:

  • 6-10 years relevant experience in risk and control, regulatory, audit or compliance related disciplines; experience in Operational and Human Capital Risk disciplines would be a plus

  • Experience navigating and networking across an enterprise utilizing internal and external resources, working collaboratively across various areas of the organization

  • Expertise in the following would be beneficial: Fraud Awareness and Risk Management Operations and Systems, Information Security Standards, Vendor/Outsourcing Management, MCA, Legal and Regulatory Compliance

  • Excellent communication and presentation skills – verbal & written

  • Excellent relationship management skills

  • Exemplary analytical and problem-solving skills

Education:

  • Bachelor’s/University degree, Master’s degree preferred
